it depends on what kind of business you want to start i.e Sole or partnership or Corporation or LLP. Mostly businesses are registered in the State where you will do business, i.e where you're currently located. Registration is done with Secretary of State (MN or CA or NY). I assume that you'r is a sole business, then you mostly likely will register as "Assume Name." Shouldn't be tough, however if you intend to register as big company, then you'd wanna register comapny in State of Delaware because of Tax issues. You will notice that most large corporation are Registered in Delaware.

Go to your state website and register for sales and Tax Id and then go to your county where u going to open a business and get a permit and you will set a time with county when they are coming to check your business before you open for public. If you pass that then you are ready to make some money.
