Intro-what is it, when did it start, how it is funded, success ....along with background information
Body-Relate this with the success and costs of the program...not forgetting the different social and private costs/benefits. Go into details of some of the projects carried in nepal
and present the actual numbers in terms of finances, and success stories. Potential bias arises when you input numbers but give a reason for it...
Conclusion-What is the optimal level of funding -depending upon the success of the program in curbing hiv etc, educational benefits, increase in living standard as a result of this...etc etc...Costs are more related to financial issues than social I guess.
