 B1 visa to F2

My wife applied for F2 visa but got B1. Australia How is the best way to change B1 into B2? Apply in US ( coming on B1 ) to change the status or Apply in Nepal for F2 again? Any Idea?

I am in F1 status. My wife had applied for F2 visa in US embassy of Australia. The embassy has issued B1 instead of F2. Now what is the best way to get F2? .....Go and apply in  US embassy in Nepal or visit US in B1 and apply for switching into F2 here in US...?         ..............ANY IDEA?
