I attended a meeting last night regarding the Special Registration policies, mandated via the Justice Department and run by the INS offices. As you might be aware, there have been 4 phases so far of various Arabic and Asian countries, where men from these
countries holding different kinds of visas, mainly for employment and education
purposes, are being required to register with any INS office in the US.
As phase 5 countries will soon be announced, (so far that includes India, Nepal and Sri Lanka) the net is getting wider and spanning into bringing more visa holders from various countries. Neither The Justice Dept. nor the INS offices have allocated any funds or given public announcements for educating the masses and have repeatedly said
it is for the affected people to regularly monitor the websites. However, understandably) we know that the last thing most of us are doing is hitting these websites.
Since Nepal most likely will be on the next Phase, I think it is our duty to inform members of our community and spread the word. The ramifications of NOT registering are too high b/c not following procedure can lead to "out of status" and make people get deported.
People (who fall into this category) may be subject to arrest, detention, fines
and/or removeal from the US.
There are many requirements and some notable profiling: First, it is ONLY MEN that need to register The exceptions, although they might change, A and G visa holders/refugees etc. don't need to register If you have a I-94/H-1/F-1 etc. you need to take that with another form of ID, if a student, must take a statement from your registar's office stating you are full time (a transcript is NOT required or recommended) It is also NOT
recommended to take credit cards, cell phones, address books etc. as that leads
to more questioning and making copies of your contacts etc.
It is HIGHLY recommended to take an attorney for special registration, b/c we ALL regardless, of our status, have rights and that can easily get violated when we don't know them.
