 F1 visa stamping in Canada or Mexico

Hello

Currently, I am in F-1 status and my visa has already expired. I am planning to visit Nepal but afraid that my visa renewal might get denied as I don't have any financial support from my school. So I am thinking to go either Mexico or Canda for visa renewal. Which country is safer to get renewal? I have also heard that I can get 30 days long permission to visit Canda at the port but I will not be able or don't need to process visa renewal while returing back to US. Is this true?

Please share your experiences and suggest me.
