did you try resetting your network ?

does your iphone youtube app has issues on different network as well or is it just in you apartment ?
Couple of things i can think of is :

if resetting your network doesn't help: try this...i don't know if it will work though....
IOS devices have sometime issues with "N" speed settings of your router ...try changing it to "B" or "B/G" mode and see if it works...

i would also try changing wifi channel to "Single" and test..

I didn't figure out but the app works over wifi at home
The wifi at work is where I saw the prob.
It might have to do with the work wifi

Sell Iphone and buy 10 Andriod phones with that money. Hopefully, one of them will work.

oh_gathey, your router at workplace is not screwed up :D
don't blame to router,  now-a-days latest router are compatible with old/new wifi devices.
I've one question for you, have you checked your IP setting in your iphone?? I doubt it's set there as static. Since you said, it's working at your home wifi but not at work :D 

Sorry for my lamest post before, you don't know me but I hate apple products. That should fix the problem.

btw, have you heard about Samsung Galaxy Note. It beats iphone 4S in every comparison :D
