IMO, this chief secretary is very good in public relation like Modi, but he TALKS more and works less. Unfortunately, he might be the best among the current bureaucrats. He's trying to establish himself in the news media to start his political career. United We Stand, criticism doesn't mean DIVIDED. It can be taken on a positive note by working on genuine positive criticism. Many don't want to hear a single word of criticism and loves only accolades (on media and facebook).

I read the article written by Lilamani ji thoroughly. Let me tell my
personal feeling about the article. I feel that the article is just
Lalamani ji's personal feeling and it does not represent the formal
voice of the government. It is more like a self-praising article saying
what he did, what he did are good and what 30 million Nepali should do
or should not do. This article is like a political speech given by one
of our conventional "great leaders' of Nepal without any concrete and
convincing idea and plan telling how to make rescue work more efficient
and how to move forward efficiently and effectively for rebuilding the
affected areas in as much short time as possible and soothe the pain of
the people hit very hard by earthquake.
Lilamani ji has mentioned
that the government could not provide all the services as needed
because the government is "poor", However, he did not mention (or did
not like to mention) anything about the huge supports rushed to the
"poor" government from outside Nepal. This shows that the government is
"poor" not only in resources but also in "thinking". There is not a
single word of appreciation in the article for the huge support of the
foreign supporters that already cane and are coming with good intention.
Lilamani ji has forgotten the main reasons as why the foreign
governments and organizations responded so quickly and rushed their
support in such a hurry to Nepal creating some chaos for about a week.
There are also report of foreigners creating some chaos in the rescue
work. The chaos had happened mainly because of the small capacity of
international airport and inability of the government to coordinate and
manage the incoming supports in such a short period. Finding ways wisely
to be cool and calm in order to channel the incoming support for good
cause and at the right place is the duty and responsibility of the
government.
The foreign supporters rushed to Nepal with support
whatever they could assemble quickly because they already knew very well
that Nepal government is poor and that it is not prepared to handle
such a huge disaster by itself. What the supporting foreign governments
and organizations did not know was that the political leaders and
bureaucrats of Nepal are so poor in thinking too.
Therefore I
would like to humbly encourage the political leaders and higher level
bureaucrats of Nepal to think a bit more broadly and not to be so
"proudy" at the time of disaster. The narrow thinking and proudness is
not going to help much to help rebuild the affected areas and soothe
the pain of the villagers at a time when monsoon is coming soon and
government is financially poor. Please don't make the pain of the people
more painful. It is time to work wisely by coordinating the rescue and
rebuilding effort and by accepting all kinds of support with
appreciation from individuals, organizations, and businesses from Nepal
and from all over the world. Even a single Rupee of support given by a
person counts.
