What I have found is that even high school with work permit or green card are getting jobs through consultancy in IT field.

Sure. if you just want to get a job then you don't need to go any IT school. But if you want to know core technical knowledge then schools are the best. Once you know the core you don't need any training on any specific tool. You can just train yourself with the help of your core knowledges. Think of this way. If you get QA training from IT consulting company you will end up getting QA job and most probably you will be senior position in your job but you will lack vital parts in other areas. if you get SAP training then you will be expert in SAP. But if you know algorithms & core c/c++ programming then you can capable of learning any language/tool in the world. Schools do not prepare you for the job and I guess it should not prepare you to become just expert on one thing. Rather it teaches you every single basic skills to become a excellent IT professional. It's up to you in which direction you want to go with those skill. I have seen many senior developers from consulting companies with non-IT education background who do not know how a CPU works or how a memory works. Yes I agree that you do not need to know all of these but knowing them actually help you to understand overall big picture. Hope I answer.

@Sajhamitra You got a valid point. I have done c and c++ during my BBA and it was really helpful to understand programming base and I feel that I can just tweak my capablities with some training on specific field.

If people can freely lie in their resume why don't they start putting fake college graduate information too. I don't think any company will verify with a college or university.
