Today's Chatpat: October 3rd, 2023

1. The CIAA seems to be having a hectic Pre-Dashain work load as it keep on filing charges against our government officials, left and right but without centering on the real culprits, the elected officials. Everyday, you get to hear about the new scam in town. Now, it's this payment gateway scam where 23 crores were somehow skimmed off by our hakim sahebs. But when will the sitting ministers ever be charged in such cases?

According to media reports, 3 current sachibs (government secretaries) and 6 former sachibs have been under the net for corruption in the past four months alone. We all know that the sachibs also need the mantris to approve the files and let's see if any of those elected officials will face the music!

2. The government is planning to cut down the tenure of those in the Armed Police Force. Well, the service tenure is still at thirty years but now it wants to scrap the ASI position and also cut down the tenure of IGPs, AIGs and DIGs. Currently, whoever gets to be the IGP, gets a four year deal and now they want to scale it back to three years.

But please be aware that like the Nepal Police, the IGPs in APF never get to serve full-term because of the 30-year service rule. Most of them enter the police force by 25 as officers and end up going home by 55, while still young, with experience but nowhere to climb the ladder. We are losing professional officers due to the compulsory retirement after serving thirty years in the force.

3. Nepal Police wants to buy some kind of a brain-fingerprint machine because they can't seem to figure out if our new serial killer in town is speaking the truth. A young man was recently arrested for killing another young man, a security guard and his wife and mother as well at a saw mill in Kathmandu.

The accused, who is a deaf person, give his answers to the questionings in writing and has claimed to have murdered a total of 16 people in the valley. I think our investigators should focus on old-school forensic techniques first rather than appeal for a brain-fingerprint machine, which only measures responses of brain waves to crime-related pictures and stuff. And then the CIAA will come knocking for skimming funds when they do go ahead and purchase such equipment.

4. And talking about medical equipment, a radiation machine worth Rs 27 crores is just gathering dust for the past nine months because the vendor supplied the wrong machine and the Sushil Koirala Cancer Hospital in Banke doesn't want to install it because then the CIAA might come for them as well. The vendor seems to have supplied a different machine than the one specified during the tender process.

The hospital seems to have already paid out 60% of the 27 crores. Many of our government hospitals face the same fate where expensive medical equipment worth millions of dollars are lying around, due to lack of maintenance or due to lack of human resources to operate the machine. No wonder, private clinics make a bundle as the general public have no choice but to go there and pay more.

5. Our hopes of any medal is still alive as our women's Kabbadi team defeated Bangladesh in the round-robin match. The Iranians seem to be the bulldogs in this game, in both men's and women's sections. And Chinese Taipei shocked India with a 34-34 tie match in another women's Kabbadi match.
