India has encroached on 45,000 bighas of land in eight wards of Susta VDC in Nawalparasi, border experts said, Kantipur reports.

Two hundred Indians entered Nepalese homes, battered and evicted them, a team said after inspection.

Indian Expansionism: Harmful for Peace in South Asia

The encroachment of Nepalese land in Susta VDC, Nawalparasi clearly demonstrates how India is trying to take advantage of current political mess in Nepal by encroaching Nepalese territory. While Indian embassy's staffers in Kathmandu keep themselves busy trying to paint India's friendly attitude by providing funds to build bridges and inaugurating school buildings in terai, their government in New Delhi makes Nepalese pay for the financial aid provided to Nepal by ripping off their national identity. However, what could be the better time than this to encroach a smaller state's territory? Political parties are wrestling with King to grab the power and king is
flexing his muscle to maintain status quo. New Delhi does understand that neither political parties that are busy protesting in the street nor King residing in the Narayanhiti trying to garner India's support can afford to displease India by voicing their concern over Susta. As both the warring parties are trying their best to remain in good books of India, poor in Susta are forcibly getting converted into Indian citizens without much opposition from the government and political parties that are meant to fight for the citizens right. Citizens of Susta are the recent victims of bullish and oppressive policies of the Indian expansionists.

Nepal is not only the nation that is having a border dispute with India. India has an ongoing border dispute with China, Pakistan, Bangladesh, and Nepal. Although, the areas in contention with China and Pakistan are among
the largest existing land boundary disputes in the world. The Indo-Bangladeshi contention over New Moore/South Talpatty Island and Indo-Nepali dispute over Kalapani and Susta involve comparatively small area. But the point here is not how big or small the area of dispute is. It's about the India's attitude towards it neighbors in the region. With three-quarters of the landmass, population and economy of the region, India has developed a bullish and hegemonic attitude towards its neighbor. Even after having fought wars with China and a recent war (Kargil) over Kashmir with Pakistan, India has not acknowledged the importance of peaceful coexistence. In addition to the already existing issues such as Kalapani which has been forcibly occupied by the Indian army; the Laxmanpur Barrage that has resulted in the flooding of Nepalese villages; the Mahakali treaty that is unfairly loaded in favor of India, the recent Susta encroachment exhibits India's increasing lust over foreign territories. What New Delhi should understand is, national boundaries are symptomatic of wider bilateral relations and manifestations of national identity. They can be trip-wires of war. The seething anger of the people of China, Pakistan, Bangladesh, and Nepal against the Indian expansionism may burst into the open any time in near future. The people of these countries in order to ascertain their self respect and nationalism can burst open and harm Indian interests and establishments in their respective countries and the region as they did during the Hritik Roshan Fiasco in Nepal.

The anti-Indian feeling in Nepal is at the highest level and the Nepalese citizens are bitter to the core. India should realize that relationship built on genuine equality and mutual respect, is the only guarantee for peace and development in South Asia.

Why India Is Blamed For All The Debacles In Bangladesh

India is blamed for the well-knitted and unprecedented bombings of August 17 and all other debacles occurred in Bangladesh. Some blame India by directly mentioning its name, while others accuse her indirectly without mentioning her name. Whenever any untoward incident occurs in Bangladesh "a neighbouring country acted from behind the screen" is pointed to. They do not mention India in name. They adopt this tactic out of fear. One should really be worried for his personal security, since the security and existence of one's homeland is under threat. None can predict when, where, how and from which direction he will face mishap.

Under this situation, at least two ministers of the alliance government showed their extreme height of courage. One of them is the Foreign Minister M. Morshed Khan and the other the Industry Minister Maulana Matiur Rahman Nizami. Indian government, its High Commissioner in Dhaka and India's Bangladeshi disciples reacted sharply, better to say furiously at the recent comment of the Industries Minister on the serial bomb attacks on August 17.

Bangladesh-India Friendship Council tabled a demand before the government that the Industries Minister should be sacked immediately. Their allegation is that the Industries Minister replying a question in a press conference alleged that India might have involved with the bomb attacks of August 17. The Industries Minister made this comment, virtually to counter the allegation that some highly placed personality of the opposition made against his party for the bomb blasts. According to them (pro-Indians), "It has become a mania for a section of people to blame India, without any document or proof, for all untoward happenings in Bangladesh.

The argument is true and acceptable. Many things happen in the world, whose proof or document is difficult to unearth. But the argument is not applicable in respect to India. It is India that created the environment or habit or mania for blaming her for all the misfortunes, as she is the covert or overt architect of all the debacles and miseries that the Bangladeshis face.

India that emerged as a rescuer of Bangladesh in 1971, wearing the mask of an ardent friend, since 1971, behaves in such a way still date, in which no trace of friendship is visible. India through her hundreds of thousands of activities proved that she is our opponent and hostile to us. Due to India none, right from Sheikh Mujubur Rahman to Khaleda Zia, could rule Bangladesh peacefully. Who floated anti-Mujib JASAD-GANA BAHINI? Who are the masterminds of Mujib Bahini? Who did not allow the then Commander-in-Chief of Bangladesh Armed Forces or chief of the freedom fighters Gen. M A G Osmani, any other Bangladesh representative, to attend at the surrendering function of Pakistan Army in Dhaka on December 16, 1971? Who grabbed all the arms and ammunition and other military equipment, including armoured vehicles, warplanes and warships. Who plundered materials of hundreds of crores of dollars from our the cantonments, industrial units, goodowns, warehouses, shops and shopping malls, mills and factories, even the residential houses, of all our major cities, including Dhaka and loading them in lorries and trucks and ships sent outside our territory? Who are the godfathers of arson in our mills and factories, including our goodowns of jute and carried out other subversive activities during Mujib period? Who printed counterfeited Bangladeshi currency during Mujib regime and created man-made famine through inflation and zeroed his popularity? Whose black hands were active behind the killing of Mujib and Zia? These misdeeds do not have any proof.

But even an ordinary citizen of Bangladesh genuinely comprehends how our neighbouring country frustrates us in every step. India designs to ruin us blockading the water of our rivers our lifelines. Why should we be deprived of the waters of the international rivers? Who attack our border almost daily? Who kidnap our people living in the bordering areas? Who kill them or plunder their assets, including cattle and arson their dwelling houses? Who intrigue to make us dependable on them by ruining our industrial infrastructures applying multifarious evil-techniques and smuggling? Who let loose their tentacles to start guerrilla war to segregate one-tenth of our territory? Who provide them weapon, training, money and shelter?

From which country arms, explosives and ammunition come to Bangladesh? Is there any person who can term India as a friend of Bangladesh after learning all these information? Lets the Indians come forward to challenge the genuineness of even one these allegations mentioned above.

No Bangladeshi has any desire to speak ill of or spread scandal for nothing against India. It is India that instigates and incites us, provokes us, compels us to write and speak against India. Being annoyed and vexed at the anti-Bangladesh activities of India, we simply react. It is not our habit or mania. It is our protest against unfriendly and inimical attitude and behaviour of a friend. We protest being beaten and assaulted again and again. Even the beast, not to speak of human being, protests, reacts out of mental agony. It is the duty of the patriotic forces to find out and punish that evil power that is responsible for our deplorable condition, which power does not allow us to stand erect. There is no room to compromise or to be frightened in this respect.

The role that India played for us in 1971 does not mean that she is our master. A smaller country have the right to exist adjoining a larger one. But the larger country cannot be given the privilege or license to act against the interest and existence of her tiny neighbour. The assistance that India provided to Bangladesh in 1971, does not mean that Bangladesh should become a satellite state of India.

Threat came from the responsible quarters of India that economic embargo would be imposed on Bangladesh if the so-called extremity is not stopped. Is this type of unreasonable threat is a symbol of friendship and amity? India starts to poke nose whenever a tiny turmoil occurs in Bangladesh, alleging that her security is under threat. But extremity, fundamentalism, fanaticism, communalism, etc. are the main characteristics of Indian society. How many communal, caste and tribal riots took place in India and how many people were massacred in those riots? How many mosques, churches, Buddhist pagodas, gurudwaras (Sikh prayer house) were razed to dust? How many people lost their lives in the political and social violence or secessionist wars and Moist people's wars? Where the national Army fights against its own people, other than India, since its independence in the name of safeguarding the territorial integrity of the country? Having hundreds of thousands of social, political, ethnic and caste violence how so-called extremity in Bangladesh could be an excuse of imposing economic embargo against Bangladesh? Who will not feel disturbed at this type of comment?

Let us come to the latest incident of August 17. Though the Industries Minister passively pointed his fingers to the involvement of India in that serial bombings (of August 17), but the opinions of print media, observers and analysts were more open concrete. RAW connection of Shaiyakh Abdur Rahman is now well-known to all. Above all, the pattern of the explosives that were used in the bombs of August 17, were detained and recovered earlier repeatedly when they were being smuggled to Bangladesh through Benapole, Bhomra and bordering routes. Same type of bombs, explosives and technology are not available in Bangladesh. Indian attitude and behaviour and ground situation and reality indicate that no other country, except India, is the supplier of these materials and technology. Moreover, some of the arrestees in their confessional statements have already admitted that the bombs and their raw materials were brought from India. Considering circumstantial reality, it is neither impractical nor unnatural to blame and accuse India for the bomb blasts of August 17.

The responsibility of changing this trend inclusively lies with India. It cannot be an acceptable and logical argument that India couldn't be blamed for the bomb blast, though she provides shelter and training to the Bangladeshi terrorists in her soil. It is India to prove that she is not our foe, but friend. India herself stated to show inimical attitude and unfriendly behaviour against Bangladesh. The Foreign Minister or the Industries Minister only reacted to those (inimical attitude and unfriendly behaviour) through their mild comments. It is known to all that India, has been endeavouring to brand Bangladesh as a terrorist-infested country. For that reason, it is logical if one blames India for the bomb blasts of August 17. The grievance of the Bangladeshi people was just simply ventilated through the comments of the Industries Minister.

Isn't there anyone is sajha who has contacts with the people in Nepali government who can verify what is going on? Are we going to quietly accept India's bullying attitude and let this slide?

Why aren't the so called Democratic political parties raising their voice against this? Or, did the group of Indian politicans who came to Nepal few months back give them enough reasons to keep quiet about this for maybe a piece of the pie later on when India takes over Nepal.

It's time for us to find out what's going on and be proactive about it.

Indian SSB chase Nepali families from their homeland

Exactly one and half months ago Indian Sima Sasastra Bal (SSB) or
Border Special Force begun chasing the Nepali families from Triveni
Susta Village saying the territory lies under the jurisdiction of
Indian State of Bihar. About 1000 Indian farmers, who had entered
Susta with the help of Indian forces, not only destroyed sugarcane
planted in about 10 hectares land by Nepali farmers, but also
manhandled men and women. This has showed the clear Indian interest to
displace about 350 Nepali people from their homeland.

Nepali farmers didn't keep quiet this time. They formed a Committee
for Save Susta Campaign in coordination of Gopal Prasad Gurung, and
reached Kathmandu in order to appeal the government to intervene
immediately for start fixing the border pillars. The team met with the
Home Minister Dan Bahadur Shahi and requested him to begin talks with
Indian government for border demarcation. The villagers also requested
the Home Minister to deploy security forces in Susta for safety and
security of Nepalis living there. Surprisingly, the minister did
nothing, but only said that the forces were focused on fighting
against Maoist rebels. The Royal government, which is more concerned
in convincing international community including India about its
current position, is still quiet while Nepali farmers face harassment
by Indian farmers and SSB personnel.

However, human rights defenders, researchers, border specialists and
historians couldn't keep quiet. They visited Susta village to inspect
the problems last week. The situation they describe is horrific,
created by a "big brother" of South Asia. Nurjaha Begum broke down
when the team led by Chetandra Jung Himali of Civic Committee for
Border Concerns listened to what Susta dwellers' have been going
through. Nurjaha told the team: "Indians beat Nepali men; and women
are beaten up too, particularly they hit on sensitive parts of women.
Indian forces accuse us that we have relations with the King and
Maoists; they harass us stating that we smuggle tiger skin, which is
not true."

The seven-member inspection team found the Indians to have encroached
further into about 200 hectares Nepali land. Indian farmers were found
building houses in those area, and SSB of about 1000 strength were
stationed there. "Now the total Nepali land that India has grabbed in
Susta alone has reached about 14,000 hectares," says Buddhi Narayan
Shrestha, a noted border specialist and historian in Nepal. The
Indians have been encroaching into Nepali land in Susta on several
phases in the past.

Nepal-India border dispute isn't limited to Susta

From Tribenighat to Susta, where Narayani River flows from north to
south, it forms the borderline along 24 kilometers between Nepal and
India. No pillar demarcation was made on either side of the river
though "boundary delimitation and delineation" was done a way back
after Nepal and India signed Sugauli Treaty in 1816. This has created
room for border disputes.

Internationally Fixed Boundary Principle and Fluid Boundary Principle
are in practice for border demarcation. In Nepal-India's case, the 9th
meeting of the Joint Technical Level Boundary Committee of the two
countries in first week of January 1988 had agreed to demarcate the
riverine sector on the basis of Fixed Boundary Principle. According to
this principle, says the border specialist, Shrestha, "the borderline
should be fixed along the course followed by the Narayani River in
1816 no matter whether or not the river flows along that area today."
India does not accept this principle in Susta, while it has created
disputes in Mechi River area in eastern Nepal by erecting new border
pillars inside Nepali territory as per the Fixed Boundary Principle.
The two cases of Mechi River area and Narayani River area are exactly
same in nature but India has imposed two different principles for
them.

To stop encroachment a police post was established in Susta. The
government also built a health post and school in order to maintain
Nepal's territorial integrity but time and again stories of
confrontation of Nepali and Indian farmers have been coming to light.
Also the locals narrate cases of Indian farmers trying to get Nepali
citizenship by means of fraud and forgery in order to own those areas.
However, Susta is not the sole case, as Nepal shares 1800 plus
kilometer land border with India, border disputes exist at least at 85
different places. Boundary pillars at dozens of points have
disappeared; the 10-yard wide strip of no man's land between the two
countries is getting blurred day by day and in addition 372 square
kilometers of the Nepali territory of Kalipani at the tri-junction of
Nepal, India and China has been occupied by Indian troops since 1960s.

On one hand, in a map prepared with assistance of the Japanese
International Cooperation Agency (JICA) in 1992 and another map
prepared with the help of Canadian government in 1985 show whole Susta
area in Nepal's side. On the other hand, the actual scientific
demarcation of Nepal-India boundary had started during topographical
survey of the whole of Nepal carried out by the Survey of India in
1926-27. But India has been delaying to make all the topographical
maps available. For instance, it has not made available 17 sheets of
which 12 sheets pertain to Nepal-India border area that of the
Kalapani, and 5 sheets pertaining to the Nepal-China border. Several
attempts have been made at the national level to resolve the Susta
issue but nothing has happened due to Indian negative attitude. Indian
bureaucrats always suspect of ploy being hatched by Beijing or
Islamabad as and when Nepal brings any agenda for discussion. Early
this month the Nepal-India Joint Technical Level Boundary Team met in
order to resolve border disputes, but like many other previous
meetings, it ended inconclusive.

What does Nepali Civil Society say?

Nepal is a sovereign country and the government should take immediate
action against Indian encroachment. "In fact the issue should be
internationalized as India, claiming itself a representative of South
Asia, is seeking a permanent seat in United Nations Security Council,"
says Gopal Siwakoti Chintan, a human rights defender. He questioned,
"Would India's hegemonic nature towards smaller countries in the
region qualify it to achieve the permanent seat in Security Council?
The government should raise this question while dealing with India,
which needs smaller countries' vote in UN elections."

Other members of Nepali civil society say that only a political
commitment in both countries may resolve the border problems. However,
what is happening in Susta tells a different political scenario. Bihar
State of India, which shares border with Nepal in South, is holding
elections of its State Assembly in January next year; thus Indian
politicians are influencing voters by distributing disputed land of
Susta to Indian farmers. It may also be mentioned that Sima Sasastra
Bal (SSB) have told Nepali families that they would be provided the
land ownership certificate from India if they said that the territory
belonged to India.

"1000 Indian farmers have entered in Susta, it is not only
encroachment in our land, but also an encroachment in our
nationality," said Ram Chandra Chataut, an activist. Adds the border
specialist, Shrestha, "Historical documents should be collected in
order to begin border demarcation immediately. If remained quite,
those Nepalis living in frontier should become foreigners in future."

Civic Committee for Border Concerns is launching programs under Save
Susta Campaign both in Nepal and India. Border specialist, Shrestha,
historian Dr Surendra KC, human rights defender, Chintan and others
are seeking an audience with King Gyanendra to request him to
intervene immediately for resolving Susta border dispute, and ending
harassment faced by Nepali farmers. They will also submit a memorandum
to Indian government through its embassy in Kathmandu. They will meet
Chief of the Army Staff of the Royal Nepalese Army to ensure security
of Nepali people living along border areas. The Committee will make a
documentary on reality of Susta, and organize interactions in New
Delhi in order to aware concerned Indian citizens.

"India is using its media to misinform even Indian citizens. Recently,
an Indian TV spread false story about my book, which was published
seven years ago and tells the reality of Nepal-India border issues.
Thus, we should not keep quite," says Fanindra Nepal, a researcher.

RAW Game In South Asia

There are others who allege that a foreign force is guiding the
movement against the Pakistan, Bangaladesh, and Nepal. A highly placed
source revealed that the Indian intelligence (RAW) service is also
funding them. The source disclosed that individuals are charging a
minimum of five hundred rupees for participating in mass meetings
against these countries.

The prime objective of RAW is to weaken these countries.

Look at there are definite parallels with Sikkim in which RAW created
a rift between politicians and the king of Sikkim. Power hungry people
emerged - for example Lendup Dorje - and played ball with Indian
designs.

For example, today many of the political leaders are willing to
serve Indian interests with the dream of being chosen as a chief
minister.

Why else would these political leaders feel the need to launch a
destabilsing movement at a time when peace could be on the agenda?
Like in Nepal, the issue at present is how to bring normalcy to the
country and to resolve the conflict situation.

If you talk about RAW, it is a mob of anarchists.

"Nepal, which has seen mismanagement of the last 13 years and the
bloodshed of the last ten years, cannot bear further conflict and
confrontation. Therefore, all should shed the war for prestige and try
to come to an understanding. But looking at the nature of the
conflict, there are signs that there will not be an environment of
understanding but the conflict will rage further. The programmes put
forth by the seven political parties seems to make the situation more
conflict-prone. But the need of the hour is not conflict and fighting
but confidence and understanding. For this, the King should take the
necessary step because it is the King who has the decisive role.

India do not know how to respect other countries sovereignty and independence.
Like India never respect our country Pakistan. However, if pakistan
Bangaladesh and Nepal's integrity is undermined our true friends
should not remain quiet.

So if the political parties really have the people and the nation in
mind, they must work for the people and the nation and not for other
interest, whether it is their own or of some foreign power.

I don't know about just the king should be taking the lead role..

this is like actually giving him the power to be god and i don't think with the ghaitey army we have we can axctually device a great plan..

I think this issue should be tackled by all Nepalese...We STAND TOGETHER...

1.Prachanda should talk how to enroll all his sena into ONE ARMY
2.GIRIJA and Pashupati SJB should talk to the Indian GOVT about this diplomatically
3.People from all corners..should join hands and start making proper rules against dhotis to not to let this sort of trhings happen again
4. Gyan Bahadur should support all people including maoist by promising national security
5. We should write letters to UNIted NATions immediately on this matter before it gets too late

.....hey can somebody draft letter to UN immediately or if someone can collect all facts with references i can draft one...quick!!!

IF we nepali do not do anything about it, the days are not far when dhotis will take all terai parts of Nepal.

What is Maldai thinking???? Since he is the only one who has power right now he should talk about iti with dhoti official.
