Your friend should speak to a foreign student advisor at the college that he intends to apply to since most universities follow different procedures. Having said that, I think the best thing for him to do is to see if he can transfer whatever credits he has already earned from the Master's program to see if the completed coursework would make up for the missing 4th year of Undergrad. If it does then the institution may allow him to enroll for masters or worst case scenario, they may require him to present proof that the entire Master's course was completed..which means he would somehow have to complete the course..

In order to evaluate cerdits he would need a transcript showing that he had a passing grade in the classes he wants to transfer. A detailed description of the course (s) taken (if he has a syllubus booklet issued by the university that would be the best) He will also most likely need "Official Transcripts" meaning copy of his grades in a sealed envelope but, usually is you explain that most insitutions in India and Nepal only issue one transcript and getting another one would either require hi/her to go back to the university or that there is a high likelihood that it will not be reissued then whatever transcript your friend currently has may be enough.
