Army infiltrates rally

Kantipur Report

NEPALGUNJ, April 11 - A day after Home Minister Kamal Thapa claimed to have found evidence of rebel infiltration in the parties' protests, OHCHR officials have found army infiltration in seven-party demonstration in Kohalpur, Banke on Monday.
A team led by OHCHR-Nepalgunj chief Andrew Mc Gregor found a soldier with a grenade at a rally. The team saw dozens of plainclothes soldiers with explosives from nearby RNA base infiltrating the mass demonstration.

Demonstrators identified the soldiers and informed the OHCHR team. The team asked them to show their pockets and bags. A soldier immediately showed a grenade which he concealed in the pocket of his shorts. After the team also asked him to show the concealed object in the next pocket, he went towards a group of armed security personnel and mingled among them.

Plainclothes soldier brought grenade to rally: OHCHR

Kantipur Report

KATHMANDU, April 19 - The United Nations' Office of the High Commissioner for Human Rights (OHCHR)-Nepal on Tuesday confirmed eKantipur news report about a plainclothes RNA soldier infiltrating a pro-democracy rally in Nepalgunj with a grenade in his possession.
"OHCHR now believes that it has confirmed that there were RNA soldiers present during the demonstration and that at least one of them was carrying a grenade," said Kieran Dwyer, spokesperson, OHCHR-Nepal. "It is concerned that RNA personnel misled the Office on three occasions regarding this incident."

The spokesperson further said: "It also has serious questions regarding the role of plain-clothed undercover RNA personnel present during demonstrations. It is raising these concerns with higher RNA authorities."

eKantipur in its April 11 news report had said that OHCHR officials in the mid-western city had "found a soldier with a grenade at a rally" and that they "saw dozens of plainclothes soldiers with explosives from the nearby RNA base infiltrating the mass demonstration." OHCHR, while admitting that an unidentified man with an object consistent with a grenade was brought to their attention, refuted eKantipur story the following day.

Subsequently, the UN human rights body found the same man during a visit to Kohalpur army barracks on 13 April, as a private deployed at the army camp, Dwyer said. "The RNA confirmed his presence in the demonstration and acknowledged that as many as 10 soldiers in plainclothes had been present amongst the demonstrators on 10 April."

The spokesperson defended the rebuttal saying OHCHR did so on the basis that it did not have enough information to confirm these allegations at the time of the demonstration.
