There are few solutions:

1. In most of the states, there are health clinincs in the community which provide health care at no or minimum cost for those who cannot afford payments and who doesn't have any insurance. It will cost around $15 per visit. They may ask for your pay-check stubs as proof of low income. As your parents are on visitor's Visa, it should be easier. Google for such clinics in your area.

2. Also, try any regional hospital. In many times, there are charities who will pay most of the treatment cost. You may be required to pay small part of it.

If there are lab checkup required, it may be a bit costly.

But take them somewhere, as you can defer payments in most of the cases. They cannot turn you down for not paying. Don't give your full identification (SSN, PhotoId etc), and nothing will haunt you in future.

All the best, and take the patient to professional ASAP.

If you are in OKC, there's a clinic around 19th and Blackwelder (I don't remember the exact location now as it has been many years since I knew it). They even give out some medicines for free. Of course the doctor's fee and other check ups are free.
