Key pointers:
Major parties agreed on 11 states Federal model.
Names of the states to be determined by elected state assembly.
Division will be based on ethnicity, geography and language.
President to be elected directly and Prime Minister will be elected from Parliament.
Bicameral parliament with 371-member House of Rep and 60-member Upper house.

I cringed when I saw ethnicity being the first word on division criteria; I'd rather have focused on Geography.

It would be interesting to see the power division between the PM and President. If they limit the power of the president, I am not sure how much worthwhile would be a nation wide election to select the president.

What I see now is Nepal clearly need another 100 year just to get  good politican. 

So we have 4 vice presidents and the biggest cabinet Nepal has ever seen. They protested against the initially proposed House of Rep count of over 385 and cut it down to 376.

I propose that we make around 10,000 members cabinet and rotate it every year. This way a good portion of the country get the fast track to "Nepali Dream." Have 100 VPs for all I care.
