धत्तेरिका, उँधोमुन्टो पो लाग्यो । फेरि अर्को प्रयास ...

२००३ को अन्त्यतिर देखि जब प्रमुख दलहरु भित्रैबाट दल सुधारका आवाजहरु आए, त्यस समय देखि केहि समय अघि भएको ने.का. को महाधिवेशन सम्म म नयाँ दल होईन भएकै दलहरु जिर्णोद्धार भएर नयाँ हाँक र अवसर अङ्गिकार गर्न उठ्लान् कि भनेर आशावादी थिएँ । ने.का. को महाधिवेशनले पुरानो कुहिएकै नेतृत्वलाई दाम राखी सलाम गरेपछि काँग्रेसले पुनर्जीवनको ढोका कम्तीमा आगामी तीन देखि पाँच वर्षलाई ढ्याप्प थुन्यो भन्दा हुन्छ, कुनै भवितव्य बाहेक ।

काँग्रेसमा आन्तरिक सुधारको आवाज तुहिए पछि एमालेमा पनि त्यहि बान्की सरेको छ, यद्यपि केहि समय छ संभावनाको हिसाबले उनीहरुसंग ।

त्यसैले ईतिहासले चाईन्जो तर्पे तर्पे एउटा नयाँ दलको माँग गर्न लागिरहेको हो कि जस्तो लाग्छ मलाई ।

जेसुकै भए पनि "नागरिक आन्दोलन"ले अहिले अघोषित रुपमै भने पनि लिईरहेको आन्दोलनको नेतृत्वलाई कायम राखेर अघि बढ्नु पर्छ ।

मेरो विचारमा नागरिक आन्दोलनले आफ्नो तीन लक्ष भनेर स्पष्ट घोषणा गर्नुपर्छ निम्न कुराहरु

१. राजपरिवारलाई नागरिक बनाउने
२. दलहरुको वैचारिक, सांगठनिक र व्याबहारिक लोकतान्त्रिकरण
३. माओवादीको लोकतान्त्रिक पुनर्दिक्षा र निशस्त्रिकरण


"नागरिक आन्दोलन" ले कुनै शक्तिलाई गलहत्याउने भन्दा पनि सबै शक्ति, परिवार र व्यक्तिलाई लोकतान्त्रिक गणतन्त्रको माझ बिन्दुमा ल्याएर चिरस्थायित्वको शान्ति र लोकतन्त्र स्थापना गर्ने यज्ञको रुपमा प्रस्तुत र परिचालित हुन आवश्यक छ ।

"ज्ञाने चोर, देश छोड" मात्र भन्न पुग्यो अब । किनभने त्यो सन्देश सर्बत्र पुगिसकेको छ । अब त "गिरिजा-माकुने चोर, पार्टी छोड्" र "प्रचण्डे चोर, माओवाद छोड" समेत भनेर नारा लगाउनु पर्छ ।

हैन भने "नागरिक आन्दोलन" ले नागरिक स्वरुप गुमाई कुनै एक राजनैतिक शक्तिको हातको गोटी बन्न पुग्नेछ । त्यसैले अबको नारा, फेरि एक पल्ट-

ज्ञाने चोर, गद्धि छोड
गिरिजा-माकुने चोर, पार्टी छोड्
प्रचण्डे चोर, माओवाद छोड
लोकतन्त्रको बाली, सबैले गोड

अनि यो माओबादीको युद्दबिराम लम्याउन सके हुन्थ्यो पहाडीजीहरुले, "हैन कुरा गर्न बाँकी नै छ केटा हो" भनेर तानतुन पारे हुन्थ्यो भनेको। अब अनिश्चित कालसम्मको लागि युद्दबिराम रे क्या।
नगरपालिकाको चुनाबमा त भाग लिए नि हुन्छ। सर्वसाधारणको काम नै रोकिने के। कुरो के।
कस्तो लाग्छ कुन्नि मित्रहुरलाई।

दलहरु र माओवादी बीच तयार हुँदै गरिएको भनिएको वार्ताले सम्भवत: युद्धविरामको घोषणालाई लम्ब्याउने छ । तर अम्रिगन दूतावासलाई यो खतडा लागेछ र खबरदारीको नोटिस टाँसेका छन् अरे ।

राजाका भारदारहरुले उत्तर कोरिया, चीन र पाकिस्तानका बाहेक सारा राजदूतहरुलाई देशनिकाला गर्नुपर्छ भनिरहेको बखत आफु तर्सेको जस्तो गरेर राजालाई तर्साउन नोटिस जारी गरेका हुन वा अम्रिकाले कतिपय मुलुकहरुको लोकतान्त्रिक आन्दोलनमा गलत शक्तिलाई सघाएको मूर्खता/स्वार्थ कै एउटा अर्को कडी हो, मैले खुट्याउन सकिनँ ।

एनिवे, युद्धविरामको अनुगमन गर्ने जुन नागरिक टोली छ त्यो बढि सक्रिय (assertive) हुनुपर्छ र राजाको सेना र माओवादी बीच मुठभेड भएकै खण्डमा पनि यसले आफ्नो सक्रियता छोड्नुहुँदैन ।

One of the co-coordinators of the "Citizen?s Movement for Democracy and Peace", Dr. Devendra Raj Panday, explains why the movement is separated from the political parties' and what is the condition for it's merging with it.

A former bureaucrat in the Panchayat era and finance minister in the interim cabinet that ushered in Nepal?s ?democratic spring?, Devendra Raj Panday is now coordinator of the Citizen?s Movement for Democracy and Peace fighting against the king?s rule. He told Nepali Times that support for the CMDP has been stronger than expected.

Although the Citizen?s Movement has attracted enthusiastic crowds to its events, we haven?t seen tens or hundreds of thousands of people on the streets. Has the movement been successful?

The Citizen?s Movement has exceeded our expectations in almost all cases. We started at a point in time when we thought we?d waited too long for the parties to come to the front. The seven-party agitation was there but it hadn?t really caught fire. We were waiting and waiting and finally we said ?All right, we?ll go to the streets ourselves?.

Do you think there is any hope for reconciliation with the king?

The minimum demand that I think we?ll end up making is the holding of a constituent assembly, which will hopefully lead us to a republic. In this day and age how can we have a regime when a head of a government cannot be put to public scrutiny in any way? This one point alone should illustrate why people who think logically are moving away from the monarchy.

Have you considered that the majority of Nepalis might be willing to give up multiparty democracy temporarily for peace and stability?

I?m not saying that the majority of Nepali people will come out on the street tomorrow in support of democracy. What I am saying is that the more politically aware among them must already be seeing things for what they are. Dictators have a way of winning the hearts of the common people. They do so through certain social-economic programs or by showing some degree of technical efficiency in government ?because they can do away with all the wrangling and fighting of the political parties. This regime has done nothing of that sort. So I do not see any reason why any person would say ?all right, why don?t we give this king a chance?.

The way you describe it, it sounds like confrontation is inevitable?

How long can any country go on like this, in circles? You know we started this thing in 1951 when we had the first revolution, as we call it?Even going back to 1990 is not acceptable to people like me. I was responsible, legally, for this constitution because I was in the interim cabinet?Right from that time there have been demands about issues that the constitution originally did not address. These have to do with the rights of minorities, of linguistic groups, about the Hindu state and the total lack of any provision for local autonomy. These will not be addressed by a king who wants to centralise all the power in the royal palace.

The king appears to be setting his own agenda despite pressure from within and outside Nepal. Has the international community done enough to help restore multiparty democracy?

My dread is that the international community may back off, saying ?we can?t go on like this, let?s have some sort of understanding with the king?. My plea to the international community has always been?you don?t need to go forward (but) please don?t go backward?Going forward is our responsibility. We can?t expect the US, the UK and India to return democracy for us, we need to do that ourselves.

What do you think is going to happen in coming months?

Our hope is that now that the citizen?s movement has established itself, in a loose way?If the political parties were to make up their minds about the goals they want to reach and about their position vis-?-vis the king in such a way that the citizens would be inspired to join them, then they and the citizens movement would join together and become a national movement. At that time we should be able to see the kind of crowd you would expect, that could topple the king...But if the king were to become a constitutional monarch in the real sense?for example pay his taxes?that would be the kind of ruler that I think that not many people would object to.

One scene that has been played out repeatedly in my mind since I prepared to go to see Krishna Pahadi in Satya Naraya Temple is from an old Hindi movie "Guide".

I might share that with the audience there. तर मेरो भागमा एउटा गजल छ ।

After Nepal, civil society movement comes to New York

NEW YORK, Nov 8 - Thousands of miles away from Basantapur, Baneshwor or Mangal Bazar, a kind of replica of a Citizens? Movement for Peace and Democracy, which is at its height of success in Nepal, enthralled hundreds of Nepalis and Americans living in New York on Sunday.

Arjun Parajuli recited his evergreen poems like Satra Saal Bhag Dui, Jangabahadur; Ramesh sang his revolutionary songs; and, firebrand human rights activist Krishna Pahadi was the chief speaker, no less. Only difference was: street heroes ? Parajuli and Ramesh, among others, were seen only on screen while Pahadi was there to give his free-flowing and articulate speech live.

The eyes and ears of the audience gathered at the hall of Satya Narayan Mandir in Jackson Heights were also glued to the poem recitals by Nepalis living in New York ? Govind Koirala, Binod Rokka and Deepak Khadka. And, the screening of a documentary on the ongoing pro-democracy movement in Nepal made them understand the real situation back home, thanks to samudaya.org, which made the documentary.

Addressing the programme organized by the Alliance for Democracy and Human Rights in Nepal ? USA, Pahadi said, unlike the political parties, the civil society movement wouldn?t cease in any agreement with the palace until "kissing the success" ? achieving full democracy and lasting peace.

?Nepalis back in 1990 had concluded that an active monarch was useless,? said Pahadi. ?This movement won?t cease in any agreement [with the palace]? it will at any cost achieve its goals.?

Pahadi, who directly came to the programme venue upon landing at a New York airport while coming from his speaking tour in Europe, added, ?The king doesn?t seem to be willing to give a political outlet to the present crisis? he doesn?t want to resolve problems peacefully.?

Among the six aims of the civil society movement, according to Pahadi, are: empowering the political forces; achieving a democratic republic; state mechanism of non-violence, goodwill and inclusive; and safeguarding the thus achieved transformations. ?Peace is not possible with the constitutional monarchy? Following the king means being slaves.?

He urged the Nepalis living abroad to support the movement by heart, not with wealth. Alliance President Sanjay Parajuli said the Nepalis living abroad would do their best to support the movement.

Pahadi, who left Nepal on a 7-week speaking tour at the behest of Amnesty International on October 4, is also going to hobnob with Nepalis and foreign scholars in New York University on Tuesday. He has already visited Belgium, Ireland, the United Kingdom, Germany, Denmark and Italy and is returning home after a two-week stay in the United States. He was also awarded with an honorary citizenship of the Italian city of Termini Imerese last month.

just curious as to why mr. pahadi wears safron (yellow) colored attires? by the way, i admire his work on the protection of human rights. i think he should be president of republic of nepal.

What I had read about Mr.Pahadi and his saffron attire is he has embraced the saint-like lifestyles.Well,for his tireless effort to promote peace and imply non-violent mechanisms to end the political crisis he ceratinly has my applause.
He would look much more inspiring with simple saffron colored outfit compare to a three-piece look alike.Just a thought.And in the future may be all made in Nepal.Just like Gandhi's khadi revolution challenging foreign colonizers.Symbolizes dignity and self-reliance.
But Mr. Pahadi has a long way to go.Will non-violance answer the question where both the rebels and royala are armed with sophisticated weapons.
I have heard that Krishna Pahadi is a hypocrite too.Is it true that he rides on a four-wheel drive with the foreign plate?
Human-rights is a sensitive issue so is the issue of "Loktantra".
Will he be or his company be able to deliver the peace fighting the centuries old institution non-violantly.I support peaceful protest but the current monarch is no British.Does the king possess a mind of a pacifist who would stop his train after knowing the protesters had disrupted the train by covering themselves on the leak?The true test of non-violant resistance is faced in that scenario.
Passive resistance has become a philosophy of losers especially in our society.Even the movement of 1990 wasn't a peaceful one.Probably satyagraha was of 2042 which resulted with no result for the banned parties.
I admire Pahadi's stance on peaceful protest.But are we dealing with a civilized enemy to understand this?

Could not agree more. The power of non-violence is yet to be tested in Nepal.

However, I have faith in it. Nepal is not a remote dark corner anymore. With the visibility Nepal enjoys now (thanks to the resilient media and activists and some lucky strategic importance of Nepal ?), I doubt the train of King's greed and misadventure has much choice.

How are the pacifists of this movement going to proceed with their platform?Are they equipped with the platform that is most for the road map that directs to towards the goal.
Being an avid student of peaceful methods of resisting tyranny and injustice of the societies,I have tried to follow the citizen movement closely.As major political parties have lost their credit to the silent majority and ordinary Nepalese,citizen movment with the right leadership(with no political ambition whatsoever)can deliver the country from the current darkness.
The popular "slogan"of monarcy-less Nepal(Lokatantra) is a bargain point for the parties.Citizen movement should claim an ownership to the slogan before the ego-centered leadership sphere get their strong hold to it.The political parties will compromise with the palace under the favorable conditions they would eventually lead them to Singhadurbar.
And the crown with his medieval mad-kings of Europe mind is going to run over his train from the chests of peaceful protesters.Yes,the tyrants and murders have failed in the past in the long run but in our case the experiment has just begun.
The society and the rulers of the society that have violated the first law of manu(law of Hinduism) that declares non-violance as being the first rule of dhamma starting with the unification that was based upon the might of sword how would you predict and be comfortable with the notion of peaceful resistance.

Except for calling the civil society/Citizen's movement as THEY, I generally agree with your sentiments.

I think civil society/Citizen's movement is not THEY. They are WE.

Unlike the LEADERSHIP of political parties, civil society/Citizen's movement is OPEN for all to LEAD, PROMOTE, FOLLOW and just about anything.

So there is no point in calling it as THEY. It is WE in every sense. If it is not yet WE to some of us, it is not because of them, it is because of us.

As mentioned earlier, I just consider myself an elementary student trying to crawl with infant steps at this time.No,I am not ready to be labeled as WE at this minute.This may sound romantic but I have promised not to take any one's side instead be a mere spectator.
I have my own inner-demons I have to battle in everday basis:-).To arrive at the conclusion of what is best for the society trust me you find me afar.
Nevertheless,my moral supports are always for those who fight for peace and justice.Non-violance shouldn't be confined within the walls of political and social movements.To me,they are way of life.
No,I am not ready to "turn my other cheek" without knowing that would lead to a peaceful society ultimately deep in my heart.
