Army is a corrupt entity, it always have been. But it was internal corruption, like commision, abuse of status ie., ghar banau jyami sayami, excessive household help, and things of that nature. But to give the ministers, i.e., politicians it's absolute control would make this volatile entity another place where politicans can earn more commision and what not. It would turn out to be another Jana sewa prahari where every time the government changes the recruits of some political parties would get promoted and so on.
So it's going to be a double whammy. Perhaps it should not only have HOR, and minister's vote, but also, judiciary, civil, army, and other constitutional body that has equal veto power, especially in determining the chief and mobilizing it's might.
I totally agree that there has to be separate wing, a council absolutely (if it's possible) detached from any political wing that shall have large say in this matter. not to mention that that council shall be changed every 3-4 years, and one person can only be in that council "ONE" time. Period. Tyaso gare chai ramro hola. Otherwise like Girija, and what Madhav and Deuba migght as well do, the same person would constantly warm his ass and then it would be "feri ghumdai firdai rumjhaltar."
