The floods that wash away villages, villagers and destroy so many lives in Nepal are neither unprecedented nor unlikely to happen again. This year, the heavy rainfall has affected almost half of our country – 33 districts in total with some 200,000 people rendered homeless. Banke, Sunsari, Mahottari, Sarlahi, Rautahat, Parsa, Bardiya, Saptari, Dhanusha, Jhapa and Morang are the most heavily affected. 92 are confirmed dead. The food and water supply have been severely disrupted and the contagious diseases are spreading fast.

ब्ााँके, साउन २१ - घरमा भएका खाद्यान्न बाढी पसेर कुहिएकाले डुबानबाट विस्थापितहरू भोकै पर्न थालेका छन् । उनीहरूले तत्काल खाद्यान्न सहयोग गर्न माग गरेका छन् । तर प्रशासन कार्यालयले तथ्यांक संकलन नगरी चामल, दाल लगायतका राहत सामग्री वितरण नगर्ने जनाएको छ ।
नेपालगन्ज नगरमा मात्र १ हजार ५ सयभन्दा धेरै परिवार विस्थापित छन् । जिल्लामा ६ हजार ९ सय ८० परिवार प्रभावित छन् । ५ सय ५१ घर भत्केका छन् भने १ हजार ३ सय ५० घर स्थानान्तरण गनर्ुपर्ने अवस्थामा छन् ।

सर्वाधिक डुबान प्रभावित सल्यानीबाग र गणेशपुरबाट विस्थापितमध्ये अधिकांश सोमबारसम्म घर फर्केका छन् । घरमा पानी पसेर खाद्यान्न, लत्ताकपडा र सरसामान क्षति भएको दुखेसो उनीहरूले पोखे ।

'१० दिन मुसाफिरखानामा बसेर फक्र्यौं,' सल्यानीबागका सकिल अहमद सिद्धिकीले भने- 'घरमा न खानेकुरा छ, न बस्न मिल्ने अवस्था छ ।'

सबै पीडितहरू भिजेका अन्नपात, कपडा र सरसामान सुकाउन व्यस्त छन् । 'घर छाड्दा ज्यान जोगाउनै मुस्किल थियो । आउँदा सबै सामान नष्ट भए छन् ।

अहिले न खाने कुरा छ, न सुत्ने कपडा,' १० दिनपछि घर फर्केकी रिहाना हल्वाईले भनिन् । उनले डुबान पीडितलाई सघाउन कतैबाट पनि पहल नभएको गुनासो गरिन् ।

रेडक्रस र जिल्ला प्रशासनले अझै डुबानपीडितको तथ्यांक संकलन गर्न सकेका छैनन् । आपतकालीन राहतका रूपमा केही स्थानमा चिउरा, चिनी, चाउचाउ र बिस्कुट वितरण गरिएको छ । 'छिट्टै तथ्यांक संकलन हुन्छ,' प्रमुख जिल्ला अधिकारी नरेन्द्रराज शमर्ाले भने- 'त्यसपछि मात्र चामल, दाल र अन्य सहयोग वितरण गर्नेछौं ।'

प्रभावित क्षेत्रका बासिन्दा झाडापखाला, ज्वरो, छाला र आँखा रोगबाट बिरामी परेका छन् । जनस्वास्थ्य कार्यालय बाँकेका रामबहादुर चन्दका अनुसार बेतहनी, होलिया, गंगापुर, सोनपुर, नेपालगन्ज र बनकटवामा स्वास्थ्यकर्मीको टोली खटाइएको छ । 'दुई हजारभन्दा धेरैको स्वास्थ्य परीक्षण भइसकेको छ । विस्थापितमध्ये २५ प्रतिशत बिरामी छन्,' उनले भने । रोग फैलिन नदिन राप्तीपारिका बाढीग्रस्त क्षेत्रमा यसै सातादेखि कीटनाशक विषादी छर्किने कार्यक्रम रहेको जनस्वास्थ्यले जनाएको छ ।

यस्तै, तनहुँमा वषर्ा रोकिएलगत्तै ज्वरोका बिरामी बढेका छन् । ज्वराका बिरामीहरूमा भाइरल र टाइफाइड देखिएको चिकित्सकले बताए । दमौली अस्पतालका मेडिकल अफिसर डा. ईश्वरीप्रसाद अधिकारी दिनहुँ करिब ५० जना ज्वरोका बिरामीे आएका छन् । तीमध्ये ७० प्रतिशतमा भाइरल,

१० प्रतिशतमा हेपाटाइटिस र

बाँकी टाइफाइड पाइएको छ । फोहर पानीका कारण रागको प्रकोप बढ्ने उनले बताए । 'सरुवा रोग भएकाले पनि प्रकोप बढेको हो,' अधिकारीले भनेे । बिरामीको संख्या बढेपछि शय्या अभावमा उनीहरूलाई भुइँमा राखेर पनि उपचार गर्नुपरेको अस्पतालले जनाएको छ ।

सदरमुकामस्थित व्यास नगरपालिकासहित क्यामिन, जामुने, काहुँशिवपुर, पोखरी भन्ज्याङ, केशवटार, घाँसीकुवा लगायत क्षेत्रका बासिन्दा बढी बिरामी परेका छन् ।

यसैगरी, धनुषामा दैवी प्रकोप उद्धार समितिले जिल्लाका पाँच स्थानमा सोमबारदेखि निःशुल्क स्वास्थ्य शिविर सञ्चालन गरेको छ । जिल्लामा रुघाखोकी, ज्वरो, झाडापखालाका बिरामी बढेका छन् । जनस्वास्थ्य अधिकृत विजयकुमार झाका अनुसार बाढीबाट अत्यधिक प्रभावित बहेरावेला, खजुरी, सिंग्याही मडान, परवाहा र दुवरकोट हथलेटवामा सञ्चालित शिविरमा हजारांै बाढीपीडितलाई निःशुल्क औषधि वितरण गरिएको छ । प्रभावित अन्य क्षेत्रको पनि स्थलगत निरीक्षण गर्न स्वास्थ्य टोली खटाइएको उनले बताए ।

यसअघि शसस्त्र प्रहरीले २५ लाख र महिला परिवार संघले ५ लाख १ सय ११ रुपैयाँ राहत उपलब्ध गराएको थियो ।

यसैबीच बाढीपीडितका लागि नेपालका लागि थाइल्यान्डकी राजदूत भन्भिसा थाम्रोगनाले ५० हजार, ज्वइ फाउन्डेसन नेपाल ठमेलले ५४ हजार १ सय ११ रुपैयाँ संकलन गरेका छन् ।

नेपाली कांग्रेस भक्तपुरले २४ हजार र कपडा, नेपाल तरुणदल काठमाडौंले ३० हजार नगद १४ बोरा कपडा, तनहुँका टीबी पनतले २ बोरा कपडा, सानेपाकी मेरिना ढुंगानाले कपडा र नगद १ सय ५ रुपैयाँ नेपाली कांग्रेस केन्द्रीय कार्यालय सानेपालाई बुझाएका छन् ।

कांग्रेसले ७५ वटै जिल्लामा सहयोग समिति बनाई राहत सामग्री र रकम संकलन कार्य सुरु गरेको छ । ती जिल्लामा संकलन हुने राहत कांग्रेस केन्द्रीय कार्यालयले वितरण गर्नेछ । यसैबीच गैरआवासीय नेपालीले जिवा लामिछानेको नेतृत्वमा नेपालबाहिर बाढीपीडितका लागि राहत संकलन गर्ने अभियान सुरु गरेको छ ।

अनौपचारिक शिक्षा सेवा केन्द्र -इन्सेक) ले सोमबार कान्तिपुर बाढीपीडित राहत कोषलाई १ लाख २ हजार रुपैयाँसहयोग गरेको छ । इन्सेकका महासचिव कुन्दन अर्यालले उक्त राहत रकम कान्तिपुर पब्लिकेसन्सका निर्देशक विनोद ज्ञवालीलाई बुझाए ।

इन्सेका अनुसार बाढीपीडितका लागि इन्सेककी लेखा अधिकृत प्रमिला थापाबाट ५ हजार, कर्मचारी समितिका तर्फबाट १० हजार, व्यवस्थापनको तर्फबाट १३ हजार ९ सय ८५, इन्सेकमा कार्यरत सबै कर्मचारीको एक दिनको पारिश्रमिक बराबर संकलन भएको ७३ हजार १५ गरी १ लाख रकम संकलन गरिएको हो ।

त्यस्तै तिलगंगा आँखा केन्द्र गौशालाले काठमाडौंमा कार्यरत कर्मचारीको १ दिनको तलब बराबर नगद ७८ हजार ६ सय ८१ रुपैयाँ कान्तिपुर बाढीपीडित सहयोग कोषलाई बुझाएको छ । कोषमा जम्मा हुने राहत रकम प्रधानमन्त्री दैवीप्रकोप उद्धार कोषमा जम्मा हुनेछ । यसैबीच एनसीसी बैंकको बागबजार शाखाले बाढीपीडितलाई सहयोग गर्न सोमबार '००३ २२२००००' नम्बरको एनसीसी बैंक बाढीपीडित राहत कोष' नाममा खाता स्थापना गरेको छ ।

त्यसैगरी बाढीपीडितका लागि बूढानीलकण्ठ क्षेत्रका नागरिक समाज र संघ-संस्थाले २० हजार रुपैयाँ सहयोग जुटाएका छन् । स्थानीय सामुदायिक सेवा केन्द्र, महानगरीय प्रहरी प्रभाग, स्कुल, कलेज र बूढानीलकण्ठ रेडक्रस उपशाखालगायतले संकलन गरेको १९ हजार ७ सय २६ रुपैयाँका साथै ५० पोका लत्ताकपडा आइतबार रेडक्रसलाई हस्तान्तरण गरियो । समाजसेवी रामबहादुर केसी, भीमबहादुर थापा र इन्स्पेक्टर गोविन्द अधिकारीलगायतको अगुवाइमा राहत संकलन गरिएको थियो । मध्यपुर थिमिस्थित बालकुमारी बचत तथा ऋण सहकारी संस्थाले पनि ५ हजार १ रुपैंयाँ सहयोग गरेको छ । सामुदायिक सेवा समिति त्याङ्लाफाँटले ९ हजार २ सय ५६ रुपैंयाँ सहयोग गरेको छ ।

(CNN) -- The United Nations is warning of a massive "health crisis" in southern Asia, where 30 million people have been overwhelmed by the monsoonal rains and flash flooding sweeping across India, Nepal and Bangladesh.

Villages shelter from flood waters on high ground in the Begusarai District of India's Bihar state.

"Entire villages are days away from a health crisis if people are not reached in the coming days," said Dr. Marzio Babille, the U.N. Children's Fund health chief in India.

His remarks were made in a statement issued by the agency, also known as UNICEF.

Such weather is an annual event, but this year it is particularly intense and it is a challenge for relief workers to reach the millions of displaced and marooned.

The affected area is in India's Assam state in the country's northeast and Bihar and Uttar Pradesh states in the north and in Bangladesh and Nepal -- which border this stretch of India.

The rains and floods have inundated the infrastructure, the water has become contaminated, and death tolls range in the hundreds.

In the Tuesday statement, UNICEF's Babile said that "many of the affected areas are home to poor communities who suffer from poor sanitation and hygiene year round.

"Stagnant waters left by the floods are a lethal breeding ground for diarrheal and waterborne diseases at potential epidemic level, skin infections and other public health threats such as malaria, leptospirosis and dengue fever. Children, who make up 40 per cent of South Asia's population, are particularly susceptible."

One U.N. official, Nick Nuttall, U.N. Environment Program spokesman, told CNN last week that it appears the intense weather is the "signature of climate change" and the heavy toll is related to various societal trends over the years.


These include population growth and an increasing number of people dwelling in marginal areas, such as flood plains and mountainsides; deforestation; and the draining and loss of wetlands.

"If you add all these kinds of factors, human vulnerability is more extreme" now than it was decades ago, Nuttall said.

The Red Cross is leading the relief effort

At total of 422 people have been killed and another 173 are still missing after weeks of floods and landslides in Nepal, according to the Red Cross.
Over a quarter of a million people have been badly affected by the floods caused by torrential monsoon rain in 47 of Nepal's 75 districts, the International Federation of Red Cross and Red Crescent says.


Bangladesh is also affected by floods

The risk of flooding is increasing as the rains spread westwards across the country and snow and melting glaciers swell rivers further.

In neighbouring Bangladesh and eastern India, tens of thousands of people have also been severely affected by heavy flooding in recent months.

But other parts of South Asia are still suffering from extreme heat and drought.

Uphill struggle

The Red Cross is appealing for $1.6 million to help provide food, shelter, blankets, clothing and water purification tablets to flood victims in Nepal.

Getting to the victims is, however, a difficult task because it is the remote hilly regions that are worst affected by the floods.

Rains have cut off some roads leaving villages accessible only by helicopter.

And junior civil aviation minister Sarvandhan Rai told AP news agency that "We have not been able to provide enough helicopters to transport relief materials."

Disease threat

The rising flood water is increasing the risk of water borne diseases such as typhoid and dysentery.

"There is also the ever-present threat of mosquitoes breeding on stagnant floodwaters and the spread of malaria and encephalitis," warns the Red Cross.

Floods and landslides are common throughout the region during the monsoon season.

Flooded River on Path of Destruction



The people of Balasagra, a small collection of villages in Nepal, used to believe that they could count on the government to rescue them during a disaster. Now, after severe monsoon floods, they are beginning to realize that it is better not to depend on other people during an emergency.

"Staying alert and taking action at the right moment is important, and it reduces your losses," says Rajeya Devi, 45, whose house was swept away when the nearby Kamala River changed its course, moved four kilometers to the west and flooded her village of Balerawa. Rajeya Devi and her neighbors fled with their families and valuables to a nearby school, which had been designated as an evacuation center.

The village is threatened by floods every year, and for a month or more it is cut off from the outside world. During the monsoon season, most of the roads, culverts and bridges are under water. Telephone lines are cut, and mobile phones don't work properly in emergencies. Two boats provide residents their most reliable transportation. One was provided by CARE's community-based disaster reduction project and the other is privately owned. When the river current is high even the boat service becomes unreliable, and people are trapped in the village for days at a time.

The water has been cutting into the river bank next to the village and carrying away bits of earth. As the river's course continues to move closer, another 50 houses are in danger of being swept away within the next few days. More than 20 houses have already been lost, and another 20 families that were in danger had to be evacuated to a safe site.

"The river has returned after 31 years and it is causing massive devastation," says Jibach Mandal, one of the elder villagers. His three sons have been working in the Persian Gulf for the last three years, and they invested their money in a six-room brick house in the village. The river swept it away during the night.

And Jibach Mandal is not alone. Many of the young men from poor families have been working as laborers in the Gulf in order to pay back their families' debts to money lenders. Now they are losing their houses and farmland to the floods, and they are poor again. In just two weeks, the village has lost 134 hectares (331 acres) of valuable farmland and property worth 8 million rupees ($112,550), according to Ram Udgar Yadav, the chairperson of the Disaster Risk Reduction Committee. Everyone is working to keep the river from entering the village by cutting tree branches and building barriers to divert it. But another village leader says he can't be sure how effective the effort will be to protect the village.

Many people around Balerwa share a superstition that the village and the Kamala River cannot be separated, and the river will follow the village where ever it moves. Thirty years ago, Balerwa was located 3 kilometers (1.8 miles) to the east. When the villagers moved their houses to the west, the river changed course and followed them to their current location. Wherever they find themselves after this crisis, CARE will be there to help them rebuild — safer and stronger than before.

"We were sharing with each other that the rain this year is something we didn't experience before. When I was talking to my wife she told me that we needed to evacuate the house since the water level was unexpectedly increasing with blocked water. Water had no way to flow and the level was increasing." said Sabir Nau, a barber by profession for decades at local market in Nepalgunj. Sabir is currently taking shelter in Fatteh Muhammad Dharmashala at the downtown, Nepalgunj with his family members (9).

A total of 134 families are taking shelter in the Dharmashala and surrounding buildings since the evening of 26th July 2007. The three days long torrential rain had compelled them to flee from their homes with influx of water into the homes.

Remembering the very devastating day, Sabir, a permanent resident of Ganeshpur- 5 of Nepalgunj Municipality added that within a few minutes his house was drowned and all of them were forced to flee the house without proper handling of the belongings. They were just able to manage the precious belongings and evacuated the house just with a key hanging their children on their arms in a water logged road.

A resident of Sabir’s neighbouring place has the same terrific story of the day when the woman was forced to evacuate her home before completing her dinner with her 3 children at 8 p.m. She was forced to evacuate the scene with her small son on her back and two children in her hands. She just managed to lock the door of her home. She could save nothing except her children and the clothes on her body. With the fall in the water level after the stop of the rain on 28th July, she went to her home and found that most of her belongings were swept away. Talking to Red Cross volunteers in the Dharmashala, she weeped and stuttered “Oh God! How can I make my life ahead since nothing of my belongings is safe? I have to rebuild my house. From where comes the money? The food stuff is just for a day”.

Many others have the same plight because of floods that they experienced first time in their life. Sakir Darji with 5 family members, Nandu Sai with 6 family members and Ajij Sekh with 5 family members, Ratul with 9 is among the families taking shelter in the Dharmashala.

Most of the people were forced to pass their night of 26th July since they were forced to evacuate their homes before dinner. "I think God even pays mercy on us even in the mid of disaster, because the flood occurred by the evening and we managed to escape without any human loss. If it would have occurred by midnight, many of us might not be left to see the day" Dilmaya moaned.

This is the very cruellest side of the disaster. They also have some happy moments amidst of the dark days. The community of the Dharmashala's surrounding areas was the first responder to their plight. They provided them with shelter, food and security. Sabir's seven years old daughter was found with smile only when she received a biscuit provided by Nepal Red Cross, Banke Chapter in the morning of the following day at their shelter. By the time Red Cross Chapter managed to serve the neediest people taking shelter in different places by providing dry food in the mission of saving lives. Red Cross provided dry food with a combination of beaten rice with sugar, biscuits and instant noodles for children affected. Sabir's daughter started playing as she received the biscuit provided by the Red Cross volunteers. Sabir further added "We just used to know the Red Cross with emblem on its vehicles plying on their roads but never came to know that one day Red Cross would come to them with food care". "We are very much thankful to Red Cross that it helped us survive in hard time," he added. “If there is no flood in our home and market is open, we can earn our bread ourselves. But when everything is lost, we really need some external support just to survive at that moment, and we have found Red Cross assisting us, and that's great" he quoted.

Life, in city and rural areas of Banke, is gradually coming to normal. Still there are hundreds of families taking shelter in different public places, in relatives’ houses and in dharmashalas. Relief has been geared up even by reaching to remote rural areas with food stuffs. Nepal Red Cross with coordination and cooperation of all sectors has been using all its resources with mobilization of hundred of volunteers. More could be observed within next twenty four hours with gearing up of the relief operation.

निरीक्षण भ्रमणको राजनीति

बाढीपहिरो प्रभावित क्षेत्रको भ्रमणमा राजनीतिक उद्देश्य बढी

गत वर्ष भदौ १३ गतेझँै यस वर्ष साउन २० गते पनि गृहमन्त्री कृष्णप्रसाद सिटौलाले बाँकेका बाढीपीडितसँग एउटै भनाइ दोहोर्‍याए, "सरकार डुबान समस्याप्रति गम्भीर छ । भारतसँग कूटनीतिक पहल र समझदारीबाट समस्या समाधान गर्छौं ।" बितेको एक वर्षमा डुबान समस्या समाधान गर्न सिन्को नभाँचेको सरकारका मन्त्रीलाई पीडितले पत्याउने कुरै थिएन । गङ्गापुरमा उनले त्यसको ठाडो जवाफ पाए । गाउँलेहरूले एकै स्वरमा बर्सेनि हेलिकप्टर चढेर आश्वासन बाँड्न आएको भन्दै अब यस्ता कुरा नसुन्ने जवाफ दिए ।

डुबानको १५ दिनपछि बाँके र बर्दियाका ११ विधायकहरूसहित गृहमन्त्री सिटौला सेनाको एमआई-१७ हेलिकप्टर चढेर बाढी प्रभावित क्षेत्र निरीक्षणमा थिए । त्यसैदिन केही घन्टाको फरकमा स्वास्थ्यमन्त्री गिररिाजमणि पोखरेल अर्कै हेलिकप्टरबाट प्रभावित क्षेत्रको निरीक्षण गरेर फर्किएका थिए । उनी २१ सीट क्षमताको सैनिक हेलिकप्टरमा गृहमन्त्रीसँगै किन आएनन् ? गृहमन्त्री सिटौलाले भने, "एउटै हेलिकप्टरमा अटिएन । त्यसैले स्वास्थ्यमन्त्री छुट्टै हेलिकप्टरमा आउनुभएको हो ।" स्वास्थ्यमन्त्री पोखरेलले भने समन्वय नहुँदा निरीक्षण उडानमा अनावश्यक खर्च बढेको स्वीकारे । नेपालगन्ज अाइपुगेपछि मात्र आफूले गृहमन्त्रीको टोली आउने थाहा पाएको उनको भनाइ थियो ।

जतिबेला साँच्चिकै हवाई उद्धार र राहत खाँचो थियो, त्यसबेला न नेताहरू देखिए, न त हेलिकप्टरै उपलब्ध भयो । राप्तीपार िबाँकेका गाउँहरूमा भएको डुबानबारे तीन दिनसम्म प्रहरी-प्रशासन बेखबर भएपछि संयुक्त राष्ट्रसङ्घीय विकास कार्यक्रम -यूएनडीपी) मार्फत 'अनमिन' को हेलिकप्टरबाट हवाई निरीक्षण गरएिको थियो । दुई दिनपछि श्रीएयरको हेलिकप्टरबाट सेना, प्रहरी र रेडक्रस कार्यकर्ता 'ड्राइफुड' लगायतका राहत वितरण गर्न गएका थिए ।

गृहमन्त्रीको निरीक्षण भ्रमण भने बेग्लै हो । काङ्ग्रेस उपसभापति सुशील कोइरालाको आग्रह टार्न नसकेर उनले बाँके र बर्दियाको निरीक्षण भ्रमण कार्यक्रम राखेको स्रोतको दाबी छ । किनभने, चुनावको मुखमा सहानुभूति र आश्वासनकै लागि पनि कोइराला निर्वाचन क्षेत्र घुम्न चाहन्थे । डुबान सुरु हुँदा साउनको पहिलो साता उनी नेपालगन्जमै थिए । भारतीय लक्ष्मणपुर बाँध र कलकलवा तटबन्धले बर्सेनि डुबान समस्या भोग्दै आएको होलिया पुग्दा बाढीपीडित उनीमाथि नराम्ररी खनिए । चुनाव क्षेत्रका बाढीपीडित मतदाताको आक्रोश राम्रैसँग अनुभव गरेका कोइरालाले गृहमन्त्रीलाई दबाबपूर्ण आग्रह गरेर बाढीग्रस्त क्षेत्र निरीक्षणको कार्यक्रम बनेको हो । बाढीबाट राजनीतिक फाइदा एमाले नेता वामदेव गौतमसहित बाँके र बर्दियाका काङ्ग्रेस तथा माओवादीका अरू विधायकले पनि उठाए ।

बाढीको निहुँमा राजनीतिक सहानुभूति बटुल्ने यो पहिलो अभ्यास भने होइन । सिङ्गो तराई र दक्षिण-पूर्वी बाँकेमा २०५५ सालयता एकाध वर्षबाहेक बर्सेनिजसो यस्ता डुबान निरीक्षण हुँदै आएका छन् । "बाढी नआउँदासम्म सरकारलाई चासो हुन्न । उद्धार र राहतमा पनि उतिसारो ध्यान दिन्न । डुबानपछि हेलिकप्टर निरीक्षण भने सधँै हुन्छ," लक्ष्मणपुर बाँध तथा तटबन्धबाट उत्पन्न डुबान समस्या समाधान र राप्ती नदी कटान नियन्त्रणका लागि गठित सङ्घर्ष समितिका अध्यक्ष रामफेरन गुप्ता भन्छन्, "तत्काल उद्धार र राहतका लागि मन्त्रीहरूको सक्रियता राम्रै हुन्छ, तर पानी सुकिसकेपछि फजुल खर्च गर्ने उडान राजनीतिबाहेक अरू केही होइन ।"

गत वर्ष भदौ ११ गते अछामको खत्याडमा गएको पहिरोको क्षति हेर्न गृहमन्त्री र काङ्ग्रेस सांसदहरू १३ गते त्यहाँ पुगे । त्यसैदिन बर्दिया र भोलीपल्ट बिहानै बाँकेका डुबान प्रभावित गाउँको निरीक्षणपछि गृहमन्त्री सिटौलाले भनेका थिए, "अर्को वर्षसम्ममा बाँकेको डुबान समस्या समाधान हुन्छ । " उनले अछाम र बाँकेका बाढी-पहिरो पीडितलाई राहत दिने र बस्ती सार्न सरकारले सघाउने आश्वासन पनि दिएका थिए । तर, केही भएन । नेपालगन्ज विमानस्थलमा यसपटक पत्रकारले त्यही प्रश्न उठाए । प्रतिउत्तरमा उनले फिस्स हाँसेर भने, "मैले कहाँ त्यस्तो भनेको थिएँ र ?"

त्यसबेला नेपाली काङ्ग्रेस प्रजातान्त्रिकका सभापति शेरबहादुर देउवाको विशेष आग्रहमा उनकी सासू एवम् राप्रपा नेतृ प्रतिभा राणा पनि निरीक्षण टोलीमा थिइन् । त्यतिखेर राप्रपा नेतृलाई ल्याएको भन्दै काङ्ग्रेस कार्यकर्ताहरूले गृहमन्त्रीको खुलेरै आलोचना गरेका थिए ।

बाढीपहिरोको संवेदनाभित्रको राजनीति गत वर्षको भदौ १६ गते अझ प्रस्ट देखिएको थियो । गृहमन्त्रीले काङ्ग्रेस सांसदहरूलाई मात्र अछामको पहिरो प्रभावित गाउँ पुर्‍याएपछि एमाले नेता भीम रावलले आफ्नो चुनाव क्षेत्र प्रभावित भएको ठाने सायद । त्यसैले, उनले तत्कालीन पर्यटनमन्त्री प्रदीप ज्ञवालीलाई आग्रह गरेर प्रभावित क्षेत्रको हवाई निरीक्षण गरी फर्केका थिए । उनीहरूले पीडितकहाँ पुर्‍याएको राहत सामग्रीको तुलनामा उडान खर्च धेरै रहेको स्रोतको दाबी छ ।

यसै वर्ष पनि बाढीको निहुँमा चुनाव क्षेत्र पुग्नेहरू धेरै देखिए । रौतहटमा बाढीको क्षति बुझ्न साउन १६ गते एमाले महासचिव माधवकुमार नेपाल हेलिकप्टर चढे भने सद्भावना नेता उद्योग, वाणिज्य तथा आपूर्तिमन्त्री राजेन्द्र महतो र माओवादी नेता वनमन्त्री मातृकाप्रसाद यादव सर्लाही पुगे । माओवादी नेता दीनानाथ शर्मालगायतका त्यस क्षेत्रका विधायकहरू असार ३० गते हेलिकप्टर चढेर बाग्लुङको ग्वालिचौरमा पहिरोले पुर्‍याएको क्षति निरीक्षणका लागि पुगेका थिए ।

स्वास्थ्यमन्त्री पोखरेल र स्वास्थ्य सेवा विभागका महानिर्देशक गोविन्दप्रसाद ओझाले जनस्वास्थ्य क्षेत्रीय निर्देशक र वरष्िठ अधिकृतलाई डुबान प्रभावित क्षेत्रमा महामारी रोग फैलिन नदिन सावधानी अपनाउन निर्देशन दिए । बाँकेको राप्तीपारकिो प्राथमिक स्वास्थ्य केन्द्रमा दरबन्दी अनुसार डाक्टर, नर्स र अहेब रत्तिm रहेकाले तत्काल पठाउन जिल्ला जनस्वास्थ्यले माग गरेको छ । "औषधि, दरबन्दी अनुसारका स्वास्थ्यकर्मी र विशेषज्ञ प्राविधिकको माग गरेका छौँ," वरष्िठ जनस्वास्थ्य अधिकृत केहरसिंह गोदारले भने, "आश्वासन पाएका छौँ ।" त्यही आश्वासनबाहेक स्वास्थ्यमन्त्रीको भ्रमणको कुनै औचित्य देखिएन । किनभने, न त्यसबारे विस्तृत छलफल भयो, न त कुनै योजना लिएर नै उनी आएका थिए । हेलिकप्टरमा आए, निरीक्षण गरेर गए । बाढीग्रस्त क्षेत्रको निरीक्षणमा आएका मन्त्री र विधायकहरू पीडितका कुरा सुन्नुभन्दा आफ्नै कुरा सुनाउन व्यस्त देखिन्थे । साउन २० गते नेपालगन्ज विमानस्थलमा प्रमुख जिल्ला अधिकारी नरेन्द्रराज शर्माले डुबानको 'बि्रफिङ्' गरे । उद्धारमा संलग्न रेडक्रस कार्यकर्ता, प्रशासनिक अधिकारी र स्थानीय नेताहरूका कुरा सुन्ने फुर्सदै निकालेनन् । पालैपालो गृहमन्त्री सिटौला, सुशील कोइराला, वामदेव गौतम र पूणर्ा सुवेदीले भाषण सुनाए । टेलिभिजन क्यामरा सोझ्याएपछि त झन् के चाहियो र ? नेताहरू 'ननस्टप' बोलिरहे ।

गृहमन्त्रीले सरकार गम्भीर रहेको बताए भने कोइरालाले भारतले समस्या समाधानको आश्वासन मात्रै दिने गरेको बताए । एमाले नेता गौतमले डुबान मानवनिर्मित प्रकोप भएकाले लक्ष्मणपुर बाँध तथा तटबन्ध भत्काउन भारतलाई दबाब दिनुपर्ने बताए । "भारतले भत्काउन्न भने जनता गएर आफँै भत्काउनुपर्छ," उनले भने, "अन्तर्राष्ट्रिय अदालतमा मुद्दा दिएर समस्या समाधान र अहिलेसम्मको डुबानको क्षतिपूर्ति माग्नुपर्छ ।" माओवादी नेतृ सुवेदीले उनकै भनाइमा समर्थन जनाइन् । नेताहरू समस्यासँग राम्रै परििचत रहेको बताउँदै थिए । "त्यसो भए महँगो हवाई निरीक्षण भ्रमण किन त ? सरकार र सदनमा किन दबाब दिनुहुन्न ?" सञ्चारकर्मीका प्रश्नहरूको तर्कसङ्गत जवाफ भने कसैले दिएनन् । बरु हतारो देखाएर उडे ।

खर्च हेलिकप्टरको

बाढी-पहिरोग्रस्त क्षेत्रमा गृह मन्त्रालयले सेना र निजी कम्पनीका हेलिकप्टरबाट उद्धार, राहत र निरीक्षण भ्रमणको व्यवस्था मिलाएको छ । इन्धन भरििदने सर्तमा सेनासँग हेलिकप्टर सहयोग मागिएको हो भने निजी कम्पनीहरूले टेन्डरमार्फत तोकिएको भाउमा उडान भर्ने गरेका छन् । स्रोतका अनुसार, सेनाको एमआई-१७ हेलिकप्टरले प्रतिघन्टा आठ सय लिटरभन्दा धेरै इन्धन खपत गर्छ । प्रतिलिटर हवाई इन्धनको ७२ रुपियाँका दरले काठमाडाँैबाट नेपालगन्ज आई बाँके र बर्दिया घुमेर फर्किंदा -करबि छ घन्टाको) इन्धन खर्च मात्रै झन्डै तीन लाख ४५ हजार रुपियाँ लाग्छ । हेलिकप्टरको पूरै खर्च जोड्ने हो भने त्यो शाहीकालीन गृहमन्त्री कमल थापाको दैनिक खर्च पाँच लाख रुपियाँको बराबरी हुन आउँछ । पछिल्लो तीन साताभित्र घन्टाँै यस्ता उडान भएका छन् ।

गृह मन्त्रालयले यो वर्ष आपत् कालीन उद्धार र राहतका लागि हेलिकप्टर प्रयोगको निर्णय प्रमुख जिल्ला अधिकारीले लिनसक्ने व्यवस्था गरेको छ । तर, त्यस्ता उडानभन्दा केन्द्रीय निर्णयकै उडानसङ्ख्या उल्लेख्य रहेको मन्त्रालय स्रोतले बताएको छ । निजी कम्पनी श्रीएयर र सिमि्रक एयरका एमआई-१७ हेलिकप्टर भाडा प्रतिघन्टा एक लाख ७५ हजार रुपियाँ तोकिएको छ । त्यस्तै, पाँच सीट क्षमताको डाइनेस्टी र फिस्टेल एयरलाइन्सको सरकारी भाडादर ७५ हजार रुपियाँ प्रतिघन्टा छ । फिस्टेलको यही सानो हेलिकप्टर चढेर स्वास्थ्यमन्त्री गिररिाजमणि पोखरेलले बाढी प्रभावित सिङ्गो तराईको हवाई निरीक्षण र जनस्वास् थ्यको अनुगमन गरेका हुन् । जबकि, बाढी प्रभावित क्षेत्रका वरपरै विमानस्थल छन् । अधिकांश मोटरबाटै पुग्न सक्ने स्थान छन् । यसले अनुगमन, निरीक्षण र सहानुभूतिका लागि गरनिे हेलिकप्टर उडानमा ठूलो धनराशि खर्च भइरहेको देखाउँछ । गृह मन्त्रालयका दैवीप्रकोप व्यवस्था शाखाका उप-सचिव थीरबहादुर जीसीका अनुसार, ३३ जिल्लाका बाढी तथा पहिरोपीडितको राहत, उद्धार र सहयोगका लागि साउन तेस्रो सातासम्म तीन करोड ७९ लाख रुपियाँ निकासा भइसकेको छ । त्यसको एउटा महत्त्वपूर्ण हिस्सा हेलिकप्टर खर्च नै होे ।
