Parties preparing to postpone polls

For the second time, the political parties are preparing to postpone the Constituent Assembly election slated to be held on November 22.

Leaders of the seven parties are said to have agreed to put off the polls after understanding could not be reached on Maoist demands for fully proportional representation based election system.

Top leaders of the seven parties are set to make a formal decision regarding the postponement of the polls on Friday morning. Reports have said that the Friday meeting would request the government to suspend the polls programme for the time being. Subsequently, the cabinet would approve the decision and instruct the Election Commission to do so.

The parties are expected to announce the suspension saying they need to go on with the special session called by the Maoists first.

Although the parties had vowed to hold CA election back in June, they were unable to hold it due to lack of electoral legislations then. And now, the Maoist demand for changing the entire election system caused a deadlock.

According to Minister for Peace and Reconstruction Ram Chandra Poudel, the parties had to agree to suspend the election because the Maoists said they would not file nomination of their candidates on Friday. "We, along with Prime Minister, told them that postponement could land the entire election in uncertainty. But at the end, we did not want to create conflict with the Maoists and had to agree to their proposal of postponing the election," Poudel said.

On the other hand, Maoist spokesperson Krishna Bahadur Mahara told Kantipur that it was not their party which had proposed poll postponement. "Other parties have proposed to postpone it. We have not agreed," he claimed.

Series of consultations on Thursday among seven party leaders had failed to break the political deadlock resulting in an imminent possibility of suspension of CA election for the second time.

Any decision to postpone the polls will have to be followed by another amendment in the constitution as the date of November 22 has been mentioned in it.

The decision to postpone the polls is being reached despite strong warning from the international community, civil society leaders and legal experts that the current alliance could lose legitimacy if it happens. nepalnews.com sd Oct 05 07
