<FONT face=Arial>For more than a decade the maoists have been spreading terror, violence, and bloodshed in Nepal-either from the jungle, while labelled as terrorists, or from withtin the society, named as a legitimate political party.</FONT><FONT face=Arial>Their long and bloody insurgency has clamied more than 13,000 lives and have ruined the country. However, during the more-than-a-decade-long insurgency with more than 13,000 Nepalese dead, not even a single person who was or is responsible for making or changing the law or lawmaker was killed, meaning</FONT><FONT face=Arial>all the people who lost lives were just following orders, doing their job-both the government security forces and the maoists-or were innocent people and civilians who stood against the cruel, fanatic ideology of the Maoists.</FONT><FONT face=Arial>In part, the democratic government of Nepal should also be blammed for the maoists insurgency and the bloodshed that they created. It was the government of Girija Prasad Koirala, when the first Nepal Police Team submitted it's report after visiting Nepali maoists birth place in Rukum and Rolpa, back in 1996. </FONT><FONT face=Arial>The police report clearly indicated that the maoists "would emerge like a forest fire" if the maoists issue was not taken care or quickly. But I guess, the Girija Prasad government was too busy thinking or planning about other things that they failed miserably to recognize the upcoming national threat. Anyone who suggested that </FONT><FONT face=Arial>the maoists issue be taken care of were shup up. </FONT><FONT face=Arial></FONT> <FONT face=Arial>The police report said that a hand full of few very smart people with strong communist ideologies had targeted a very rural place-one of the most rural place on the country, and had brainwashed the government-abandoned illeterate people there that they (maoists leaders) would provide the people living there </FONT><FONT face=Arial>with a quality life, liberty, integrity, and pleasures of life. The maoists leaders had proofs to back their claims that they (people in Rolpa and Rukum) had been adandoned by the elected and non-elected government and all pollitical parties. There was no road service and one that was being constructed during the Panchayat was halted, no proper school or teachers, or goverernment or any international aid, no health care services, no postal system, </FONT><FONT face=Arial>and a minimum government presence. Not any important government representative or any political leader ever visited the region since after the restoration of democracy in 1990. Before the democracy, the region used to be visited by King Birendra, just like every other areas of the country along with his entourage, which included ministers and other important central figures. Under the orders of the King,</FONT><FONT face=Arial>the government used to carry out development projects in such rural areas including establishing proper schools, roadways, health posts etc. After the democracy system and with dozens of political parties, the little government was doing for Rukum and Rolpa vanished and noone even seemed to care about them. The report also mentioned that there were some people living in caves who were just thrown out of society by the so called "mukhiyas" in the absence of proper law and order. People living in these areas were literally abandoned by the government in Kathmandu.</FONT><FONT face=Arial></FONT> <FONT face=Arial>The cunning maoists leaders knew the fact and took advantage of this fact to brainwash the innocent people to go against the government giving them false hopes and false promises.The Police report had recommeded some employment oppurtunities in the entire region to engae the unemployment people towards some thing positive including creation of training facilities for different things, goverenment initiative for proper schools, health care and merely a government presence, all of which was never carried out. </FONT><FONT face=Arial>The government underestimated the power of the Maoists leaders, which was a big fooloshness in their part and did not care to carry out development programs there. </FONT>
