It is not matter of qualification. It is simply multi-party democracy system. The best form of political system human kind have ever discovered.

when I meant qualified I didn't mean qualified by degree. Do you think If Iam nepali congress or UML and I can be PM now. The answer is big NO. We got tens and thousands of nepali congress and UML from hilly and himalayas how come they are not coming up front to be a PM, coz they are NOT qualified. Its that simple. Iam not from Madesh my self but thats the fact.
Its just like people from terai (you call it madesh) saying we can't get recruited to british army or nepal army and NA recruits only their relatives. The answer is coz your ass is not qualified, you can't run 10 miles and can't do more than 10 push ups and your body structure does not fit (may be you have a better IQ but those push ups and body structure carries 50% of the total chances to be recruited). Its that simple my friend...
