1) LOOK THE DIFFERENCE:
काठमाडौंबाट करिब २५ किलोमिटर उत्तरपश्चिममा अवस्थित झुलेडाँडाको रिसोर्टले लगातार दुईजना कम्युनिस्ट प्रधानमन्त्रीको सत्कार गर्ने अवसर पायो, साथसाथै दुवै प्रधानमन्त्रीको खानपिनमा भने आकाश–जमिनको अन्तर पनि फेला पार्योस। रिसोर्टमा कार्यरत एक मजदुरका अनुसार तत्कालीन प्रधानमन्त्री प्रचण्डको सत्कार एक बोतल हि्वस्की र वाइनले गरिएको थियो भने हालका प्रधानमन्त्री नेपालको सत्कारमा एक गिलास तातो पानीमात्र। प्रचण्डको टोलीले विभिन्न स्न्याक्स र कालिजको मासुका परिकार खाएको थियो भने माधव नेपालको टिमले सादा दालभात मात्र। आफू झीनो मतले पराजित भएको काठमाडौं क्षेत्र नम्बर २ अन्तर्गतका नाङ्लेभारे र लप्सेफेदीका जनता तथा पार्टी कार्यकर्ताहरूसँगको भेटघाटपछि दिवाभोजका लागि नेपाल वाइल्ड लाइफ रिसोर्टमा बसेका थिए।
2) CORRUPTION IN ECONOMIC SECTOR BY BABURAM AND HISILA:
अर्थमा अनुशासन रहेन भने त्यहीबाट सुरु हुन्छ विछृंखलता। माओवादीको सरकारले अर्थमा के गरेछ भन्ने धमाधम प्रकट हुँदैछन्। राज्यको ढुकुटीलाई आफ्नो गोजीको रकम जस्तो गरी बाँडिदाको परिणाम हो राजश्व उठ्तीको लक्ष्य प्राप्ति भए पनि विकास शून्य, महंगी वृद्धि र अन्य विकृतिको थुप्रो लाग्नु।
देशमा माओवादीले पहिलो पटक कुनै दलको पक्षमा परेको मतको आधारमा विकास निर्माणको रकम बाँड्ने काम शुरु भयो। एउटा परिवारका व्यक्तिले २० लाखसम्म आर्थिक सहायता पाए। आफैले राजीनामा दिएर काम–चलाउमा परिणत भइसकेपछि कसैका गोजीबाट निस्किएका आयोजनालाई हातहातै बाडेर रकम निकासा गरियो। आठ महिनामा १० करोड रुपैयाँ व्यक्तिलाई उपलब्ध गराइयो। मात्र होइन आफूसमर्थक संस्थाहरुलाई प्रचलित आर्थिक ऐननियम विरुद्ध हुनेगरी करोडौ रुपैयाँ बाडियो। यिनको समग्र रुप हुन्छ अर्थमा आक्रमण यो पटक तीमध्येका केही नमूना: ेे
अर्थमन्त्री दम्पती नै बेरुजुमा
माग्ने र दिने एउटै परिवारका भएपछि राज्यको ढुकुटी चलाउन नियम कानुन पनि मान्नुपर्दो रहेनछ। यसरी चलाइएको एउटा रकम अहिले अर्थमन्त्रीले नै तिर्नुपर्ने गरी बेरुजु बनेको छ। अर्थ र पर्यटनमन्त्रीको एउटा भ्रमणमा खर्च भएको सो रकमलाई कतैबाट पनि कानुनसम्मत हुने गरी मिलाउन नसकिएपछि आलेपले यसलाई आदेशकर्ताबाट असुल गर्नुपर्ने भन्ने टिप्पणी लेख्न पर्यो । अर्थ र पर्यटनमन्त्री नाताले दम्पती हुन्। दम्पतीले गरेको सयरबापतको यो रकमलाई अर्थमन्त्रालयमा 'हनिमुन चार्टर' भन्ने संज्ञा दिइएको छ।
श्रीमती मन्त्रीबाट मागियो र श्रीमान् मन्त्रीको तोक आदेशबाट निकासा र खर्च भएको यो रकम धेरै ठूलोचाहिं होइन। एउटा शीर्षकमा बेरुजु बनेको यो रकमको कुल अंक ६/७ लाख। रकम सानो भए पनि खर्चको प्रक्रिया र प्रयोजन कानुनको पक्षबाट अध्ययन गरियो भने राज्यकोषलाई मन्त्री दम्पतीले कसरी आफ्नो निजी कोष जस्तो ठानेर व्यवहार गरे भन्ने एउटा चित्र देखिन्छ। प्रक्रियाबाहिर गएर कोष चलाइन्छ भने कोषको मान्यतालाई नमानेको नै अर्थ लाग्छ। यो प्रसंग हो आसामको एउटा मेला उद्घाटनको तत्कालीन पर्यटन मन्त्रीले उद्घाटन गर्ने कार्यक्रम थियो। सो कार्यक्रमको उद्घाटन गर्न एउटा निजी क्षेत्रको हेलिकप्टर चार्टर गर्ने कुरा भयो। हेलिकोप्टरवालाले कम्पनीले आसाम पुगेर आउन सात लाख रुपैयाँको प्रस्ताव गर्यो । पर्यटन मन्त्रालयबाट सो रकमको व्यवस्थापन गरिदिन भनी अर्थमन्त्रालयमा प्रस्ताव आयो। कुनै पनि मन्त्रीहरुको भ्रमणका लागि हेलिकोप्टर खर्च भनी अर्थले सोझै निकासा दिन मिल्दैन थियो। यो बेलासम्म मन्त्रीहरुले हेलिकोप्टर प्रयोग गर्दा त्यो सेनाको हेलिकोप्टर हुने गरेको र त्यसका लागि गृहमाफेल फ्युलको मात्र खर्च व्यहोरिने गरेको स्थिति दर्शाउँदै अर्थको सम्बन्धित शाखाले मागबमोजिमको कामका लागि अर्थबाट निकासा हुन नमिल्ने भन्ने व्यहोराको टिप्पणी उठ्यो। त्यो टिप्पणी मन्त्रालयको तह हुँदै अर्थमन्त्रीसम्म पुग्यो। शाखा महाशाखाले जे राय दिए पनि अन्ततः अर्थमन्त्रीले निकासा दिने भन्ने तोक लाग्यो र मन्त्रीको एउटा जिल्ला भ्रमणका लागि ७ लाख रुपैयाँको हेलिकोप्टर चार्टर गर्न रकम निकासा भयो। सेनाको हेलिकोप्टर प्रयोग गरिएको भए करिब एक लाख रुपैयाँ भए पुग्ने ठाउँमा यसरी त्यही भ्रमण सात लाख रुपैयाँको हुन गयो। यसरी ठाडो रुपले रकम निकासा दिएपछि अर्थमन्त्रीले त्यो कार्यक्रममा आफू पनि उपस्थित हुने इच्छा जनाए। एउटा मेलाका लागि मन्त्री दम्पतीको शयर तय भयो। मन्त्री दम्पतीको एउटा भ्रमणमा यसरी सात लाख रुपैयाँ सकियो तर यता कागजपत्रहरुले भ्रमणमा भएको यो खर्चलाई औचित्य साबित गर्न सकेन। आन्तरिक लेखापरीक्षणमै यो खर्चका बारे प्रश्न उठ्यो। मन्त्रीभन्दा तलका अधिकृतहरुले यस्तो निकासा दिन नमिल्ने भन्ने राय दिइएका हुँदा उनीहरु उम्किए। फलतः यो रकम आदेश दिनेबाट असुल गर्नुपर्नेमा आदेश दिनेबाट असुल हुँदा यो रकम तत्कालीन अर्थमन्त्री डा. बाबुराम भट्टराईबाटै असुल हुनुपर्ने स्थिति बनेको छ। महालेखाका प्रतिवेदनमा यो कुरा झन् स्पष्टसँग आउने लेखाविज्ञहरु बताउँछन्।

काठमाडौं। एकृकित नेकपा माओवादीका कार्यकर्ताले बिहानदेखि नै उपत्यकाको यातायातमा रोक लगाएका छन्।
माओवादीले आफ्ना काठमाडौं जिल्ला कमिटि सदस्य राजेन्द्र फुयाँलको एमाले कार्याकर्ताहरुले हत्या गरेको भन्दै अप्रत्यासित काठमाडौं बन्दको घोषणा गरेको हो।
एक साता अघि अपहरण भएका भनिएका माओवादी कार्यकर्ता फुयाँललाई शिक्षण अस्पताल माहाराजगंजमा पोष्टमार्टम गरेको अवस्थामा आइतबार फेला पारेका थिए।
माओवादी कार्यकर्ताहरु काठमाडौं, भत्तपुर र ललितपुरका चोकचोकमा बसेर सवारी साधनलाई चल्न दिएका छैनन्। साइकल चलाएर गन्तव्यमा पुग्न खोज्नेलाई समेत साइकलको हावा निकालिदिएर पठाउने गरेका छन्।
हातमा छड र लाठी बोकेका माओवादी कार्यकर्ताहरुलाई सर्वसाधारण आतंकित पार्दै साइकल र रिक्साबाट समेत ओरालेर हिड्न बाध्य पारेका छन्। यसअघिका बन्दहरुमा साइकल र रिक्साहरु चल्ने गर्दथे।
प्रहरीले निज फुयाँललाई काभ्रेथलीमा घाइते अवस्थामा फेला पारेर उपचारका क्रममा निधन भएको जनाएको छ।
युथफोर्सका कार्यकर्ताले गङ्गालाल हृदयरोग प्रतिष्ठनका चिकित्सक डा.रोशन राउतको अस्पताल जाँदै गर्दा मोटरसाइकल जलाएका छन्।
अस्पतालमा बिरामी गम्भीर अवस्थामा रहेकोले उनलाई पेसमेकर (मुटुको धड्कन जाँच्ने मेसिन) राख्नका लागि जान लागेको भन्दै अस्पतालको परिचयपत्र देखाउँदा देखाउँदै पनि आन्दोलनकारीले काठमाडौँको चाबहिलमा उहाँको मोटरसाइकल जलाइएको थियो।
नेपाल चिकित्सक सङ्घले सोमबार विज्ञप्तिमार्फत स्वास्थ्यजस्तो संवेदनशील सेवामा हुने यस्ता घटनाको निन्दा गर्दै यस्ता अमानवीय एवम् दुर्व्यवहारपूर्ण घटना आगामी दिनमा कदापि नदोहोर्याउन सबै पक्षसँग आग्रह पनि गरेको छ।
यसैबीच माओवादीले सदूरपश्चिम पनि बन्द गराएको छ। भने कांग्रेस कार्यकर्ताको हत्याको विरोधमा चितवन पनि बिहानदेखि नै बन्द छ।

एमालेमाथि माओवादी आक्रमण
तुलाराम पाण्डे
मान्म -कालिकोट, माओवादी संगठन वाईसीएलका कार्यकर्ताले आइतबार दिउँसो कालिकोट एमाले जिल्ला सचिवसहित १५ जना नेता- कार्यकर्तामाथि आक्रमण गरी घाइते बनाएका छन् । घटनाले मान्म बजार दिनभर तनावग्रस्त बनेको छ । मान्ममै एक साताअघि एमाले कार्यकर्ताले वाईसीएलका दुई जनालाई कुटपिट गरी घाइते बनाएको बदला लिन उनीहरूले गाउँगाउँबाट कार्यकर्ता सदरमुकाम उतारेका थिए ।
राष्ट्रपतिको कदमविरुद्ध प्रदर्शन गर्ने र ेरी-कणर्ाली बन्द गर्न मान्म आएका वाईसीएलसहित माओवादीले अपराह्न एमाले कार्यालयमा बसिरहेका जिल्ला कमिटी सचिव कुर्मराज शाही र युथफोर्स संयोजक दुर्गाबहादुर शाहीलाई फलामको रड -सरिया) र लाठी प्रहार गरी मरणासन्न अवस्थामा पुर्याएका छन् । सचिव शाहीको टाउको फुटेको छ भने बायाँ हात भाँच्चिएको छ । शरीरभरि रडले हिर्काएका नीलडाम र घाउ छन् । युथफोर्स संयोजकको टाउको फुटेको छ भने शरीरभरि घाउ र नीलडाम छन् ।
सख्त घाइते शाहीसहित सात जनालाई हेलिकप्टरबाट साँझ नेपालगन्ज लगिएको थियो । क्षेत्रीय अस्पतालमा सिटिस्क्यान असुविधा भएपछि राति घाइतेलाई शिक्षण अस्पताल कोहलपुरमा लगिएको छ ।
आक्रमणबाट एमाले जिल्ला कमिटी सदस्य मानबहादुर मल्ल, युथफोर्स कार्यकर्ता हंसबहादुर मल्ल, जिल्ला कमिटी सदस्य तथा सचिवालय सदस्य भरतराज धिताल, तिलबहादुर शाही, तुलाराज मल्ल, विष्णुबहादुर मल्ल, अनेमसंघ जिल्ला अध्यक्ष मीना शाही, एमाले कार्यालय सचिव चित्रसिंह गाउँलेसहित घाइते छन् ।
आक्रमण नियन्त्रणमा लिनेक्रममा वाईसीएल र प्रहरीबीच झडप हुँदा प्रहरी जवान युवराज थापा घाइते भएका छन् । उनलाई पनि हेलिकप्टरबाटै कोहलपुर लगिएको छ । किताब किन्न सुकाटियाबाट मान्म आएका भवानी प्रावि ठानामा कक्षा ४ मा अध्ययनरत १० वषर्ीय मदन नेपाली पनि सख्त घाइते छन् । स्थिति नियन्त्रण गर्न राति ८ बजे बिहान ५ बजेसम्मका लागि कफ्र्यु लगाएको प्रजिअ पिताम्बर घिमिरले जानकारी दिए । घाइतेहरूको उपचार गर्ने डाक्टर र औषधिको पनि अभाव भएको थियो । जिल्ला प्रहरीमै केही घाइतेलाई टाँका लगाइएको थियो ।
वाईसीएलले मान्म बजारका घरघर गएर एमाले कार्यकर्तालाई पिटेको एमाले सचिवालय सदस्य राजेन्द्रबहादुर थापाले बताए । उनले माओवादीले सरकार छाडेपछि एमालेलगायतका दलका नेता कार्यकर्तामाथि आक्रमण सुरु गरेको बताए । वाईसीएलले गत जेठ ४ गते कांग्रेस जिल्ला सभापति मुक्तिप्रसाद न्यौपानेमाथि बदालकोट ४ निगाली खोलामा आक्रमण गरी सख्त घाइते बनाएका थिए ।
वाईसीएलले दिउँसो बजारमा फलामका रड र लठ्ठी हातमा लिएर एमाले कार्यकर्ता खोजीखोजी पिट्न थालेपछि प्रहरीले १ सेल अश्रुग्यास फ्याँकेको थियो भने दुई राउन्ड हवाई फायर गरेको डीएसपी रणबहादुर रायमाझीले बताए । हवाई फायरपछि वाईसीएल भागेर बजारबाहिर गएका थिए । वाईसीएलले जिल्ला कारागारमा पनि ढुंगामुढा गरेको प्रहरीले जनाएको छ ।
हवाई फायरपछि प्रहरीले मान्म १ का वाईसीएल कार्यकर्ता कालीबहादुर बिष्टलाई पक्राउ गरेको छ । घाइतेलाई नेपालगन्ज पठाएपछि एमाले कार्यकर्ताले मान्म बजारमा जुलुस प्रदर्शन गर्दै माओवादी पार्टी कार्यालयमा पनि ढुंगामुढा गरेका छन् । आक्रोशित एमालेले बजारमा भेटिएका माओवादी कार्यकर्तामाथि पनि आक्रमण गरेको प्रहरीले जनाएको छ ।
तनावबारे प्रतिक्रिया लिन माओवादी जिल्ला सहइन्चार्ज धनजित शाही आदर्शलाई सम्पर्क गर्दा मोबाइल सम्पर्कमा आउन चाहेनन् । 5) वाईसीएल छोराद्वारा बाबुको हत्या पाँचथर, (नेस) गत शनिबार आफ्नै छोराको पिटाइबाट गम्भीर घाइते भएका पाँचथर चोकमागु-८ का डिल्ली र्राईको शनिबार राति मृत्यु भएको छ।
वाईसीएल कार्यकर्तासमेत रहेका छोरा दीपक र्राईले आफ्नै बाबुलाई जाँड चलाउने दाबिलोले टाउकोमा प्रहार गरी गम्भीर घाइते बनाएका थिए। घाइते र्राईको जिल्ला अस्पताल पाँचथरमा उपचार हुन नसकेपछि उपचारका लागि बीपी कोइराला स्वास्थ्य विज्ञान प्रतिष्ठान धरान पुर्याएपछि मृत्यु भएको थियो। 6) Maoists attack UML party office, cadres in Kalikot; Administration imposes curfew District Administration Office, Kalikot has clamped a curfew in and around district headquarter Mangma after the situation in the area became tense following attacks by Maoist cadres at the UML party office, Sunday evening. Cadres of the Unified CPN (Maoist) had vandalized the party office of CPN (UML) in Mangma and attacked over a dozen UML cadres, Sunday afternoon. The situation had become tense after UML cadres protested against the attack. 7 ) Maoists prevent UML cadres from entering Banepa To ward off the rally scheduled by the CPN (UML) for Tuesday against attack on its cadres and party office, the Unified CPN (Maoist) has barred any vehicles from entering Banepa. UML had invited its party members from the neighbouring villages and areas to participate in the rally planned for 12 noon today. However, Maoists have deployed large number of its members around the town, preventing vehicles entering Banepa from 10 a.m. On Monday, Maoist cadres had attacked and vandalised the UML party office in Banepa, in retaliation of UML resistance to the Maoist-called bandh on Sunday. Large number of security personnel have been deployed and kept in alert for possible clashes between the two parties. Similarly, the Maoist-affiliated Kirat Mukti Morcha has called general strike in six eastern districts – Bhojpur, Sankhuwasabha, Udaypur, Khotang, Solukhumbu and Okhaldhunga – protesting the president’s move to reinstate Chief of Army Staff Rookmangud Katawal. Early reports say at least two motorbikes were vandalised in Gaighat this morning for defying the strike. Maoists have also called for one-hour strike nationwide today as part of their protest programmes. While leading the coalition government earlier, Maoists had tabled the proposal to end all kinds of strikes until the country gets a new constitution. However, the proposal was rejected by other parties The local administration has imposed curfew in and around the district headquarter from 8 pm Sunday to 5 am Monday to take the situation in control. The Maoists had called for a strike in Bheri-Karnali region as part of their protest programme against the President’s move on army chief case. Maoist cadres have also vandalized Bageshwari Development Bank in Surkhet Sunday afternoon accusing it of defying the band order |

Maoists warn NC, UML cadres to leave Ramechhap, gun fires kill one in Rolpa
Shortly after withdrawing from the government, the Maoists have begun their unruly behavior like they were carrying out during the insurgency period.
The Maoist district committee in Ramechhap has issued warning to members of Nepali Congress and CPN (UML) to leave the district by Saturday.
The district leader also threatened to take ‘physical action’ if anyone being warned did not abide by the circular in the said period.
The VDC and village committees of the party have circulated the warning throughout the district and posted it in several public places. Maoists have alleged NC and UML of being pro-Indians.
In the meantime, reports from Rolpa say crossfire between unidentified groups have left at least one dead. The deceased has not been identified.
Police have begun air patrol in Gam area of the district where the shooting took place.

Maoists thrash NC, UML members in Banke
Unified CPN (Maoist) cadres have threatened and thrashed members of CPN-UML and the Nepali Congress who did not leave their villages in Bardiya district.
Maoist cadres allege these two parties of supporting the move of President Dr Ram Baran Yadav to reinstate army chief Rookmangud Katawal.
The Maoists attacked NC’s Basanta Raj Bhatt, former VDC chairman and UML member Gopal Silwal, NC district member Krishna Paudel and an NC-affiliated teacher Keshav Paudel in the district. Injured Bhatt has reached Nepalgunj for security and treatment. According to him, some 60 Khukuri wielding Maoist cadres attacked him at 11:30 p.m. and looted Rs 27,000.
The unruly Maoist cadres also vandalised the house of Anantaram Tharu alleging him of allowing his house to be used as an NC village unit office.
YCL cadres have distributed pamphlets stating that they would continue their action in Banke and Bardiya districts.
Maoists have issued similar threat in Ramechap and Kailali as well

Maoist leader instructs cadres to drive out NC, UML activists
A senior Unified CPN (Maoist) leader has instructed party cadres to chase away activists of Nepali Congress and UML from villages by taking "people's action" against them.
"Maoists will take people's action against those supporting the president's move and drive them out of the villages," Kantipur Daily quoted Central Secretariat member of Unified CPN (Maoist) Top Bahadur Rayamajhi as saying while addressing a protest programme in Sandhikharka on Monday.
He also said those supporting the president's move should resign from their parties within a week or face consequences.
This remark from a senior Maoist leader has come at a time when Prime Minister and Maoist chairman Pushpa Kamal Dahal has said the party will take action against any of its cadres issuing such threats.
Terming the president's move to reinstate Chief of Army Staff Rookmangud Katawal "an initiation of war", the Maoist leader said that the party won't hesitate to raise arms again and capture villages and the capital "if they are forced to take such a step."
Rayamajhi also said there is no possibility of forming a new government without the Maoists, adding that if NC and UML formed the government alone it would not run even for a couple of days.
Meanwhile, in Bardiya district, former VDC chairman of Manau VDC Gopal Siwakoti and NC activists have arrived at the district headquarters Gulariya to take refuge following the Maoist threat.
Siwakoti told Kantipur that they had come to seek refuge at the District Administration Office after local Maoist cadres threatened them with their life if they don't leave the village.
Why are Maoists terrorists and how are they going to ruin the country?
Answer: First, they are all uneducated junglees which we all can see from all those activities going on recently. If they have guts, why don't they go and patrol the border? If they really do love Nepal, why don't they fight against Indian encroachment? But, they can't. They can just terrify normal people who doesn't have arms or any other weapons. They are the most coward people (terrorists).
