Exit Strategy, Nepali Quagmire by Kanak Mani Dixit.

KOL has the full article. I have not read it yet. But, following line caught my
eyes,

The attempt at a solution by arms will also deliver to the royal palace and King Gyanendra power BEYOND THEIR PROVEN ABILITIES AND COMMITTMENT.

The Maoist chieftains do not have the courage to restrain the DOGS OF WAR
that they themselves have unleashead.

My personal comment: In this scenario: King is trying to create an atmosphere
that political parties are incapable to solve the problem. He has already
achieved it. What this achievment means? Peoples will think that democracy
is not for us, it was for Girija and his Parliamentary Associates? Who gained
in these 14 years? Only political parties.

Now, after political parties failed, what is left? Maoists are left. King will
invite them to make a government and he will surely bring those 3-4thousand
hard core Armed Maoist to Royal Nepal Army as deal to rebellion within
Maoist Party. Once Maoist leadership gets singha Durbar, they will shut up
their mouth and it will be indirect 2017 saal. Then, in a couple of years
like girija and associates got millions of rupees, similarly the maoists will
also accumulate property ... I have seen how the Kangressi or UML or
RPP minister were crawling especially during that tri-party govt. to rushing
to make money: I remember a close aide of a minister quoting " Aba yo
sarkar kati din ho thaha chhaina, la chhito chhito garera kaam garnu
paryo ..... mancheko list banauta koslai kaha bharna garne ..... "
This scenario will repeat? How many of you are sure that Maoists leadership
has really used the looted property to enhance the quality of lower
level maoists in the last 8 years, other than allowing them to loot as much
as they can, in the name of tax or chanda? Nothing.

So, in this war, benefeciary are clearly royal palace and maoists, because of
corrupt character of parliamentary parties. They could have made education
free for all Nepali kids, spend whole money on education, then, that would
have turned Nepal a highely literate country and the janata of under 18 could
read the newspaper and real news via internet, so that journalism ranked around
top of communist regime won't be affecting the information gathered by people.
............... This is how country failed. There is no exit. Only exit is to let
Maoist form a government by having pact with King and let all parliamentarians
remain shouting and shouting accusing each other, reluctant to take responsibility
for the mess they have created. As early Maoists form the govt., the post
Maoist era will be closer to us. I am talking here to let Maoist to form govt.,
not because they have high popularity among public, but, its the only exit
way to lay Maoist's arms down. "Chor buhari lai ghar ko sacho sumpi deu".

Read the article. Have a nice weekend guys. Be prepared to hear the new
series of death/killing by Maoists from Today.

Dixit's solutions:

*revival of dissolved parliament. Well, the idea is great
but, it has difficulties:

.Deoba will be in weak side. Deoba will be zeroed. So,
Deoba will never do it.

.UML knows that Nepali Congress (Girija) will straight be candidate
for PM, so UML will have no advantage from reviving the dissolved
parliament.

.Girija wanted revival not for any reason, but, to demoralize Deoba
and revival of dissolved party is the only solution to Girija as long as
he is alive. If Girija can step down from party president and invite
Deoba in the party in straight words and have party's convention to
held election for new party president, then, Deoba has high possibility
of joining NC as a united party. But, girija supporters won't let it happen.
Though it is a best solution to current chaos within Kangressies, but,
its easy in words but very difficult to step down by Girija. Girija is
king in NC(Girija) and he has charm for the post in the same way
King G has greed for power in Nepali Governement.

.All these are dillema. Dixit knew all these stuffs, but, he did not mention
anything like that because he wanted to bring solution. I would have
appreciated him if he would recommended Girija to step down and
offer new leadership in united NC. I don't know whether he deliberately
missed this point or unknowningly.
