A brash Nepali UML Minister decides to do something (i.e. impose a lottery system) to teach a big bad business firm a lesson.

The Ministers' decision is hailed by most people.

Angry, the big bad business files a complaint to the Supreme Court of Nepal. The Supreme Court of Nepal -- composed of judges who have no background in basic economics -- sides with the Minister and the government.

BUT, BUT and BUT
In today's era of interconnected markets, global forces are far from amused.

They issue an ultimatum to the Minister in his face on his visit to South Korea: Forget your government's decision, and forget your Supreme Court's decision. Either you
follow our way or risk losing jobs for your people. The choice is yours.

Result: The Minister bites his tongue, and the cabinet backpedals its stance and tries to save its face. The Supreme Court's decision goes dishonored.

Let's hope that our UML hero realises that in today's world, he can no longer use his knee-jerk Marxist rhetoric to decide labour issues in and about Nepal. As things stand, he now has to satisfy the demands of BOTH the global and domestic labor markets, and, in a toss-up, it's the former's demands that are going to win.

Meantime, the big bad business is still a big bad business.

Govt. suspends lottery system in recruitment of workers for Korea

KATHMANDU, Nov 1 - The government has decided to suspend the process of lottery system for the time being in the selection of Nepali workers for South Korea.
The cabinet meeting held on Monday decided to procrastinate its earlier decision to implement lottery system in the recruitment of the workers for Korea.

With this, the workers who had already been selected by Lumbini Overseas have now become eligible to go to South Korea.

Earlier, the Minister for Labor and Management Raghuji Pant had ordered the Lumbini Overseas to select the workers for Korea through lottery system after various complaints were lodged at the ministry pertaining to prevalent rampant corruption and irregularities in the selection of workers.

The Lumbini Overseas had knocked the doors of the Apex court in defiance of the government orders, while the court had given verdict in favor of the government.

The cabinet?s decision comes after the Korean employers took a firm stance on receiving the workers selected by the Lumbini overseas and not through lottery system and warned that the workers? quota given to Nepal this year would be annulled, if the selected workers were not sent by November 3. A beauty contest for manpower agencies?

Having lost his battle to impose a lottery system in the selection of workers, Minister Panth -- whose biggest worry now obviously seems to be finding ways to send unemployed and unemployable UML karya-kartas out on "bai.deshik rojgaar" -- goes
on a charm offensive to reward (gasp, choke!) "the 10 best manpower agencies".

When it's up to the government to decide which the "best" manpower agencies are,
and then spend public resources as if those were the minister's own sampati, expect Panth and his colleagues to rig the game by playing favorites.

Let the government stick to its primary task of regulating the 'manpower' industry.
And let the market, with all its impersonality, reward that industry's best performers.

Then again, what does Minister Panth -- whose political rhetoric is as outdated as a Remington typewriter -- know about basic economics?

Best manpower agencies to be awarded

KATHMANDU, Nov 19 - Minister for Labor and Transport Management Raghuji Pant has stated that the government will be awarding 10 best manpower agencies for the first time based on their overall performance.

"A committee has been established under chairmanship of Director General of Department of Labor and Employment Promotion, Pratap Kumar Pathak, to formulate necessary criteria required to initiate the selection process," he said. "We are in the final phase of preparations and the names will be announced very soon," he added.

He also said that the government was mulling over designating the best agencies with the status of ?commercially important persons? or ?industrialists?, in order to boost the morale of agents who have been contributing in economic development of the country."Moreover, the government is also planning to give enough freedom to manpower agencies in decision-making processes by limiting its role to that of a facilitator and a regulator," the minister said. He was addressing 7th Anniversary of Around the World Services (AWS), an overseas employment consultant agency, in Kathmandu today.

Speaking on the occasion, Chairman of AWS, Dan Bahadur Tamang, said that at a time when foreign employment has become a compulsion for many a citizens, foreign employment agencies should not only focus on making easy money but should concentrate on delivering quality service to all job aspirants.

He also informed that Nepal Association of Foreign Employment Agencies is establishing a fund for children of those parents who are killed during their work tenure in foreign land.

A fund of Rs 70,000 raised by Leo Club of Kathmandu Kingdom was also donated for treatment of 12 year old Bimal Nepali, during the program. Nepali, who is suffering from blood cancer, is being treated at Tribhuwan University Teaching Hospital at Maharajgunj.

One thing I dont understand is why people complain abt certain thing when it already happens. Or when they hit the news, we never heard complain when minister wanted to implement lottery system( in fact the decision was welcome) ,or even when supreme court gave positive decision...now the decision went wrong people began to complain ...like why didnt he thought abt it earlier. The reason is simple its easy to frown on others fault when it becomes visible, but to analyse the problem from grass root level before the results r out, it takes lot of time n sweat which nobody wants to loose.
