Police DIG caught 'red-handed' without driving license
DIG Gopal Man Shrestha of the Armed Police Force (APF) was caught red-handed by a Japanese volunteer traffic instructor driving without a license on

Once I met a few Japanese guys in Kathmandu who
were training the Nepal Police. I had recommended
them to train retired police, govt. officials and free
volunteers and run campaigns like in Japan, i.e.
teach Nepalis themselves to check the traffick
system. Those who were in Japan must have seen
the old (retired) people participating in safety
campaigns: especially, signals, seat belt and
alcohol issues. I liked those Road Safety Associations,
I certainly disliked the way police snatches 1,500 yen
in the name of these associations. They don't
tell you why are you paying if you don't know what
that Safety Associations, especially, if you are
foreigner and know little or no Japanese language
reading and writing. ...... This is how these
Safety Associations are run, and in turn your driving
license application / renewal forms are filled by these
RSA agents.
In any sense, getting driving license in Japan is a dream
because it probably costs more than the cost of the car
you drove to learn driving it. "GIJUTSU WARUI", "GIJUTSU
TARINAI" were certainly regular disgusting phrases for those
who ever tried to get license in Japan. Show me a foreigner
who got license on first trial. I got it in second trial, that is
best one, I ever heard. A fellow examinee who was US
citizen driving his own car under international license got
failed for 3 times and he was comforting me for not getting
on first trial. He was so happy to get it on forth trial.
While back in Nepal, I went to Bagmati Driving Center,
the best driving school at the time I was there. Five guys
or more went to driving test on the same day as I went,
only me cleared the driving test in field, but, all of them
got license at the same time as I got. Well, these guys
atleast tested themselves, I had an Indian Friend and a
several Bangladeshi Friend who got license through Internet
by paying 3000yen to the agent through internet and
received fresh international license in Japan. Driving license
is a great underground business in developing countries,
where a driving license is itself a social status.
Well, in USA, getting license is as easy as getting a
credit card. In Japan, you can trust day time drivers
but, looking at the way they get license in USA, I am
scared to trust drivers especially, in poor states like
the one I am staying right now.
So, Mr. DIG in Nepal was thinking it as his right to
drive without caring what a signal means and what
a driving license means? I am just waiting what
happens to him or will he be just forgiven?
