Doers anyone knows what the new H1 quota cap sizes for this year (both under and grads)?

Where is the info? Is it printed anywhere?
This is what my ISO provided me:

"The 65,000 new H-1Bs per year is actually less because they take out some for Singapore & Chile so the number starts out at 58,000 but then when it is reached, in the last few years there has been an additional 20,000 for those who have attained their Master's degree. So there is an incentive for obtaining your Master's."

Dont the quotas change every year?
